Context & Mission

Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).

MSF OCG is embarking on major transformation of the Human Resource Function across the whole organisation. A strategy has been drafted and the HR Transformation Lead is responsible for overseeing this process and ensuring alignment in the roll-out of the three core pillars of the change:

  • Implementation of a new HR Information System
  • Building the Skills and Capabilities of HR teams (in the field and HQ)
  • Accompanying Structural Change to HR department across the field and HQ

As the HR Transformation Lead you will be responsible for leading and overseeing the implementation of a comprehensive HR Transformation process across the HR function. This role requires a deep understanding of HR processes, change management and project management expertise to drive effective transformation and enhance the HR function’s efficiency and effectiveness.

The HR Transformation Lead will be under the direct line management of the HR Director of MSF OCG. The HR Transformation Lead will be directly responsible for managing the HRIS Programme Manager and Change Manager positions and will indirectly be responsible to manage the whole HRIS team.

This is a newly created role within the organisation and there is an expectation that the scope and functioning of this position will evolve and be adapted as changes are implemented.

Responsibilities

HR Strategic and Organisational Planning

  • Develop a detailed roadmap implement strategic directions set-out in the OCG HR Function Strategy, ensuring alignment with overall organisational goals and the values of MSF OCG
  • Ensure alignment between OCG and MSF’s international HR initiatives, such as the Rewards Review and International Contracting Office,
  • In collaboration with HRD and other members of the department, review structure and set up of HR teams to ensure effective, efficient and people-centred services for MSF OCG’s global workforce
  • In collaboration with L&D and relevant HR colleagues oversee the development and implementation of the HR Learning Path across the entire OCG HR Function
  • As direct line manager of the HRIS Programme Manager
    • oversee the implementation of a new HRIS for MSF OCG, ensuring alignment with the objectives set-out in the OCG HR Function Strategy and facilitating cross-departmental collaboration and adaptation of the new tool(s)
    • cultivate a culture of learning, commitment, and excellence through talent and performance management including coaching and providing regular feedback

Programme Management

  • Provide overall leadership and guidance to the HR Transformation programme, ensuring successful delivery of objectives with defined timelines and budgets
  • Establish effective project governance structures and facilitate regular progress updates to senior management and other stakeholders
  • Monitor and manage risks, issues and dependencies associated with the HR Transformation Programme
  • Foster collaboration and effective communication among HR teams and other stakeholders
  • Resource management including budget management for the HR Transformation programme

Change Management and Stakeholder Engagement

  • In collaboration with the Change Manager, develop and implement change management strategies to support the successful adoption of new HR processes and systems
  • Provide guidance and support to HR teams across various locations to facilitate smooth transitions and address resistance to change
  • Build strong relationships with key stakeholders, including senior management, HR teams and external consultants
  • Collaborate with stakeholders to ensure their active involvement and support through the HR Transformation Programme
  • Proactively manage stakeholder expectations and address concerns and challenges that arise

Monitoring and Evaluation

  • Define and implement monitoring and evaluation mechanisms to assess the impact of the HR Transformation Programme
  • Analyze data and metrics to identify areas for improvement and drive continuous enhancement of HR processes and systems
  • Prepare regular reports and presentations to communicate progress, outcomes and key findings to senior management and other stakeholders

Representation

  • Participate in MSF OCG network and International platforms on relevant topics in line with MSF OCG collaboration agreements and strategic plan.
  • Actively seek and cultivate existing relationships with external contacts on HR trends and best practices

Your Profile

Education

  • Higher education degree in Human Resources, Organisational Design or a related field
  • Diploma in Project Management highly desirable
  • Equivalent combination of education, training and experience will be considered

Experience

  • Minimum 5 years experience in an HR Management position in an international organisation

Skills/ Technical competencies

  • Strong knowledge of multiple aspects of Human Resources Management in an international organisation, ideally in the humanitarian sector
  • Demonstrated ability to lead and manage complex, organisation-wide projects with multiple stakeholders
  • Change management expertise with the ability to navigate resistance and drive cultural change
  • Excellent ability to work in a multicultural environment successfully and to demonstrate commitment and support for diversity, inclusive, and non-discriminatory behaviour and attitudes
  • Excellent communication, interpersonal and negotiation skills
  • Analytical mindset with the ability to utilize data and metrices to drive decision-making
  • Proven ability to develop clear positions and provide recommendations for Senior Management
  • Experience in managing international teams
  • Ability to develop and implement strategies and monitoring systems
  • Ability to form collaborative, professional and constructive working relationships

Languages

  • English: Fluent
  • French: Working knowledge

Terms of Employment

  • Full-time position 100% (40h/week)
  • Fixed-term contract (9 months)
  • Working place: Geneva
  • Ideal start date: April 1st, 2024
  • Gross monthly salary: from CHF 9’130.- to CHF 11’106.- (salary commensurate with equivalent experience and internal salary grid)
  • Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
  • Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member
  • Relocation package if moving from a different country to Switzerland.
