Background

  • Present since 2007, DRC is one of the largest international NGOs in the Central African Republic, present in five prefectures (Bangui, Lim-Pendé, Ouham, Ouham Fafa and Ouham Pendé). The programmatic strategy is focused on four sectors: protection and social cohesion, economic recovery and livelihoods, emergency response to immediate needs related to population displacement and WASH.

Purpose

  • The HR Manager is part of the mission’s Coordination Management Team. She/he works closely with the Head of Support Services and the Regional HR Manager. Her/his role is focused on the country, here the Central African Republic. She/he is responsible for providing a clear, up-to-date and consistent HR operating framework with DRC’s global policies and the country’s law as well as ensuring its application. She/he provides technical support and advice to all managers in the Central African Republic and participates in the development of the Country Strategy and its dissemination. In carrying out her/his duties, the HR Manager must have an understanding and attention to the means at her/his disposal for her/his missions and focus on efficiency.

Responsibilities

The main responsibilities and expectations for this position are:

Management

  • Lead and manage the Human Resources team in Bangui (including human resources planning, performance measurement, etc.)
  • Participate in setting objectives, providing support and conducting performance interviews with HR contacts on the bases.
  • Provide technical support, advice and capacity building to all members of the Human Resources team.
  • Advise and assist managers on Human Resources issues and concerns.

Recruitment, development and staff planning

  • Anticipate recruitment needs and communicate on this subject with all stakeholders;
  • Lead and support recruitment and selection activities, ensuring that the recruitment policy is always respected.
  • Coordinate the integration processes of new employees in conjunction with their managers
  • Provide good HR integration to all new employees, focus on the essential points
  • Identify and implement new employee retention and mobility strategies with the management team
  • Develop/maintain local processes for employee development and improvement

Performance, well-being and compensation and benefits

  • Proactively respond to and manage performance counseling, employee grievances and disciplinary matters
  • Lead the performance evaluation process
  • Act as an impartial mediator in disciplinary proceedings and ensure that it is administered fairly and justly and meets all legal regulations and requirements
  • Identify and implement with the management team initiatives aimed at ensuring the well-being of employees
  • Coordinate the annual compensation review process and adjustments

Policies and technical support

  • Write, maintain and update human resources manuals and procedures specific to the Central African Republic in close collaboration with the Regional HR Manager
  • Ensure that DRC’s global policies on Human Resources and Central African law are properly taken into account in human resources manuals and procedures
  • Continuously improve HR processes and systems
  • Maintain HR Master Data in Dynamics and Homer.
  • Work closely with the Regional Office and Headquarters and provide regular and quality reporting on HR activities with cross-functional implications.
  • Provide technical support to Base Managers and Project Managers on HR and legal issues.

Administration

  • Maintain and update a list of all staff in collaboration with base managers. Identify information that must always be available.
  • Monitor contract end dates and proactively follow up with managers on this
  • Coordinate the exit/end of contract processes of all employees in conjunction with their managers
  • Ensure supervision of the management of visas and residence permits
  • Ensure timely updating and renewal of social organization registration certificates
  • Liaise with legal counsel/lawyer         
  • Ensure the management and monitoring of all files submitted to the local administration: Central African National Agency for Vocational Training and Employment (ACFPE); CNSS (National Social Security Fund) and Labor Inspectorate

Payroll management

  • Monthly production of national employee payroll with verification by the Finance Department
  • Monthly transmission to Headquarters of variable payroll elements for international employees
  • Manage payroll in conjunction with the various departments, particularly Finance, and another on all aspects related to work with local administrations (Labor Inspectorates, ACFPE, CNSS).

Planning and Reporting

  • Participate in project development, new project planning, project reviews and reporting. Provide useful information for these exercises within the given deadlines.
  • Provide a schedule for recurring HR activities and share it with the relevant departments
  • Plan other HR activities on a monthly basis, make adjustments when necessary and prioritize activities based on their importance and urgency
  • List the difficulties encountered in coordination in the field and propose solutions for their resolution.

Ethics and Compliance

  • Manage the resources (material and financial) made available to him for the department’s activities and provide supporting documents on time.
  • Comply with and respect all procedures (administrative, HR, finance and logistics) in force and current conditions as stipulated in the DRC Code of Conduct and the internal regulations governing DRC staff.
  • Respect and ensure compliance with the procedures in force at DRC as well as the requirements of the lessors.
  • Demonstrate flexibility in order to respond to the requirements and instructions of your manager for tasks defined as priorities
  • Liaise with other departments in search of a better response and better use of available resources.

Representation/Coordination

  • Represent the organization with internal and external bodies, upon request and/or delegation from the Head of Support Services
  • Participate in appropriate external working groups
  • Create and maintain regular links with HR counterparts from other international NGOs and structures of comparable size and challenges.

Required qualifications

  • At least 5 years of experience in human resources management, including at least 2 years in a senior position in human resources management within an NGO or public organization
  • At least 3 years of experience in team management
  • At least 1 year of experience using Homer, an ERP system and online recruiting is a plus
  • Understanding and applied knowledge of the principles, concepts and processes of human resource management and experience in this field
  • Proven leadership and collaboration skills.
  • Experience in a country with very heavy labor laws on the operationalization of HR decisions
  • Excellent skills in handling and advising on complex people management issues
  • Complete mastery of professional English
  • Experience in developing human resources strategies and policies, and leading their implementation.
  • Prior experience in the Central African Republic or in a country with a comparable context and challenges is highly appreciated.
  • Very good planning skills and organizational skills
  • Proven communication skills (good listening skills, positive, supportive, clear, open-minded, constructive and approachable) both written and verbal
  • Ability to work in a multicultural and cosmopolitan environment with a very good ability to adapt to change.
  • Leadership skills, ability to learn quickly and very good skills to adapt to change
  • Desire to work in a collaborative and proactive team environment, while being able to work independently
  • Proven ability to work effectively with minimal supervision, prioritize tasks and meet deadlines
  • Proactivity, with a cooperative and collaborative approach
  • Excellent communication skills (including attention and patience) are required
  • Exemplary sense of ethics
  • Ability to work in a team, stable and robust character, team spirit with a good sense of humor
