We are seeking to employ a candidate for the following position:

Human Resources Assistant

Place of work: Mosul Governorate

Main purpose of the job:

Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives.

Accountabilities:

  • Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
  • Updating the HR database and personal files to facilitate HR processes management.
  • Updating Social security Tax office files in order to meet legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance.
  • Preparing employment contracts in conformity with legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance.
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Following up of all expiring employees contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
  • Additional HR/ Admin tasks delegated by the Project HR Manager

 

MSF CH/Context Specific Accountabilities:

  • Enforce messages on HR policies and procedures to MSF and MOH supervisors and staff (rosters, attendance sheets, leaves..). which also includes briefings for new staff (national and international)
  • Support the team in organizing trainings and that involves location, material, and break for trainings, encoding training in the HR Software, and archiving the related documents.
  • Carry out supply management (orders, follow-up of the stock, storage conditions, inventories, consumption, etc.) in his or her department, in order to satisfy the needs of material
  • Assist in contacting candidates for tests/interviews for recruitments.
  • Under supervision of the Admin team leader managing archiving digital and actual documents in reference files in line with MSF’s filing rules.
  • Staff supervision for domestic staff, managing guest house affairs (vists, checking living conditions) on regular basis.
  • Managing the domestic staff under his/her supervision (working schedule, annual leave management, setting objectives, performance evaluation)

Qualifications & Preferred Skills

 Specific requirements for the role:

Status:

–  Applicants in government employment or with other ministries will not be eligible unless they have a valid five-year unpaid leave.

Resume:

–  Highlight your experience in HR, Social Security, Income Tax, and Contracts Management, specifying your roles and responsibilities.

–  Showcase your leadership, team management, and relevant skills to demonstrate how your experience aligns with the job requirements.

 

Education:

–  Essential: Diploma and/or certificate in Human Resources Management, Administration or Social Science.

–  Desirable: Human recourse management, business, or administration related bachelor’s degree is an asset.

Experience:

–  Essential: At least 2 years of relevant work experience in human recourses or related fields.

–  Essential: A solid understanding of local labor laws, social security, and income tax.

–  Desirable: Experience in MSF or other NGOs in developing countries.

–  Supervisory skills and experience, strong communication skills, organizational skills.

Languages:                           

–  Essential: Fluency in English (minimum B2) and Arabic Language.

Knowledge:

–  Essential: Good commands of Office 365

–  Desirable: autonomously using HR software and payroll (ex: Homere, HRIS)
