Report to: Human Resources Officer 

 

Program Overview: Chemonics International, a US-based international development consulting firm, seeks a Human Resources Associate for the USAID Iraq Together project. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.  

 

Position Overview: The Human Resources Associate reports to the Human Resource Officer and is responsible for executing all functions of the HR department. The Human Resources Associate will manage all documentation related to recruitment, hiring, onboarding and offboarding, payroll, timesheets, and conduct other administrative duties as assigned. The Human Resources Associate will ensure that all processes are transparent, follow Chemonics’ policies and procedures, and comply with Iraqi legal requirements. This position is open to Iraqi nationals residing in Iraq only. 

 

Responsibilities include, but are not limited to: 

 

  • Assist in maintaining confidential personnel files for all local staff in electronic and hard-copy format, in compliance with the applicable local laws, as well as the project’s policy manual. 
  • Update the project personnel tracker as directed by the Human Resources Officer. 
  • Under the guidance of the Human Resources Officer, prepare recruitment documents, schedule interviews, release recruitment ads, and collect required documentation from candidates. 
  • Collect employee timesheets, ensuring the required supporting documentation is attached. Maintain timesheets in both hard copy and electronic format in the project’s Human Resources files. 
  • Track employee leave balances in the project’s leave tracker and communicate leave balances to staff and senior management as required. 
  • Assist the Human Resources Officer in identifying recruiting needs and conducting local recruits. 
  • Work closely with Human Resources Officer and Operations team in communications to staff labor law compliance. 
  • Ensure project compliance with local labor laws by assisting with regular audits and keeping updated on local labor laws and human resources best practices. 
  • Assist the team with the management of staff performance, care, and professional development.
  • Other duties as assigned by Supervisor.

Qualifications & Preferred Skills

Minimum Qualifications: 

 

  • Bachelor’s degree in relevant field required.
  • Minimum of two (2) years of experience in HR, administration, operations, and/or staff care required. 
  • Experience working for USAID or other donor funded projects is an asset. 
  • Contextual understanding of Baghdad and Federal Iraq. 
  • Working knowledge of the Iraqi labor law. 
  • Willingness and ability to work efficiently and respectfully with a culturally and geographically diverse group of people. 
  • Excellent interpersonal and communication skills. 
  • Proficiency in Microsoft Office Suite, in particular Excel, Word, SharePoint, and Outlook. 
  • Proficiency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required.
