Position Summary

This position assists the Director with the comprehensive human resources program and assists in managing the activities of the institution’s Human Resources Office that includes staff training/development, planning, organizing, developing, implementing and directing. Duties of this position are carried out with wide latitude, judgment and discretion.

Duties & Responsibilities

Job Functions

  • Completes job postings; prepares vacancy advertising; performs interview processes, performs reference checks, administers job offers and processes job closing documents.
  • Conducts new hire orientation and processes new employee paperwork.
  • Performs reporting of the annual salary, leave liabilities, and workmen’s compensation reports for all Luna Community College (LCC) employees.
  • Creates employment contracts for faculty, staff and part-time employees.
  • Inputs new hire, new contract and salary information in the Human Resource Information System (HRIS).
  • Prepares workman’s compensation reports and claims for CCMSI.
  • Substantiates income verifications, updates staff list as required and updates the current personnel status report as required.
  • Administers benefits for all employees of the college and serves as a liaison to NMPSIA and ERISA insurance services.
  • Assists in maintaining records, reports, and logs to conform to EEOC regulations.
  • Assists in conducting various cost analysis, relative to human resources budgetary planning control.
  • Serves on various institutional committees as representative of the Human Resources Department.
  • Assists Director in monitoring unemployment claims and assists departments with appeals, performance appraisal programs, and Workers’ Compensation claims.
  • Prepares correspondence, and distributes correspondence via e-mail, fax, mail, and other media systems. 
  • Performs other duties as assigned

Required Knowledge

  • Knowledge of human resources processes, procedures, and documentation
  • Knowledge of federal, state personnel laws, regulations, and public sector employment policies and procedures

  • Strong customer service, excellent communication skills and the ability to work effectively with a wide range of constituencies in a diverse community

Work Environment

  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Sits most of the time.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection.
  • The worker is not substantially exposed to adverse environmental conditions.

Education, Experience, and Licenses

  • Bachelor’s Degree in Business Administration, Education, Computer Information Systems, or a related field, or a combination of Education and Experience is required.
  • At least three years of experience in human resources in an academic administrative position or a related field is required.
