JOB PURPOSE

In July 2023, the World Food Programme (WFP) Zambia commenced a new five-year Country Strategic Plan (CSP), informed by and aligned with national and United Nations priorities and global commitments under the Sustainable Development Goals (SDGs). It embraces the Government’s long-term Vision 2030; aligns with 16 key strategic areas of the 8th National Development Plan (NDP8); and contributes to the joint Zambia-United Nations Sustainable Development Cooperation Framework (UNSDCF).

WFP Zambia’s integrated and pragmatic CSP shifts away from unsustainable localized and micro-level interventions, to embrace more effective advocacy and engagement with national policies, systems, and programmes to achieve national impact on SDG2. Given the Government’s commitment to budgetary support for nutrition, social protection, and agriculture, despite the constraints in the country’s fiscal position, WFP’s overarching strategy seeks to strengthen the government’s capacities to meet its national priorities through stronger systems, expertise, and resources for implementation. This means a decisive shift of WFP’s country positioning towards the provision of innovative, sustainable, upstream technical assistance to support nationally owned solutions.

Advancing the global WFP Strategic Plan (2022-2025), the CSP addresses both SDG2 and SDG17, and WFP’s Strategic Results 1, 2, 3, 4 and 5. WFP will implement seven activities to achieve five Strategic Outcomes (SO) under the CSP. These SOs include: (SO1) responding to crises and shocks ensuring that crisis-affected people, including refugees, are able to meet their urgent food and nutrition needs; (SO2) addressing the root causes of malnutrition; (SO3) building the resilience, enabling environment and market access for smallholder farmers, especially women; (SO4) supporting government institutions to provide social protection systems (including home grown school meals) and disaster preparedness and response; and (SO5) improving access to supply chain services for humanitarian and development actors.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the guidance of the Human Resource Officer, the incumbent is required to deliver a full range of HR services to ensure accurate implementation of WFP policies and procedures

  • Facilitate the effective functioning of a programme-focused and strategy-oriented HR services
  • Coordinate and facilitate quality recruitment and selection process to ensure timely placement of the right people for programme effectiveness.
  • Facilitate efficient and effective onboarding of new staff to ease their smooth integration in WFP while ensuring that relevant processes are followed and the conditions of terms of service are clearly explained and understood.
  • Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.
  • Support the workforce planning process by timely updating of the headcount and organization structures.
  • Facilitate and coordinate the Programme’s learning and development initiatives to ensure continuous skills and capability development to meet the organization’s changing demands.
  • Facilitate and coordinate performance management process activities to ensure that all staff have clear performance objectives to enhance employee accountability.
  • Initiate and implement employee engagement activities aimed at creating a positive and inclusive work environment where all staff contribute positively.
  • Timely administration and processing of staff benefits and entitlements in line with the applicable guidelines and timelines ensuring compliance with applicable policies and procedures.
  • Timely administration of staff contracts to ensure that all employees have active and valid contracts with relevant supporting documentation.
  • Analyse and facilitate timely resolution of employee relations issues to maintain a sound working environment.
  • Provide Human Resource Policy guidance to all staff and support with correct interpretation and application of various corporate rules and regulations.
  • Manage and administer the organization’s Human Resource Information Management System to ensure data accuracy and integrity.
  • Timely Preparation of periodic and ad-hoc Human Resource reports and analytics to aid management decision making.
  • Support change management initiatives to ensure that all employees are timely equipped and supported for easy adaptation.
  • Familiarity with United Nations human resource administrative procedures and systems will be an added advantage.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of Secondary School education and a Certificate in Human Resource Management, Industrial Psychology, Public Administration, Business Administration, or another relevant field.

Experience: Minimum of six (6) years of relevant experience in a generic human resource management and administration role

Language: Fluency in both oral and written communication in English
