WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support, and direction to WFP operations and activities in 15 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, State of Palestine, Syria, Tunisia, Turkey, Ukraine, and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction, and other programs that build resilience and support development.

This vacancy announcement is intended to build a Roster of qualified applicants for future HR SC6 opportunities in WFP Regional Bureau Cairo. Interested applicants can make an expression of interest for future opportunities. All applications received will be reviewed, screened and will be put through a selection process to assess relevancy of their work experience and qualifications. Applicants who meet the selection criteria and clear the initial pre-screening, may be contacted for further assessments / interviews. The validity of the Roster is for 2 years from the time of completion of selection process.

JOB PURPOSE

To deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assist with a wide range of complex HR queries from the region and follow-up actions, to ensure consistent and high-quality HR services are delivered to country offices. 
  2. Acting as a main focal point for the RBC HR Helpdesk, daily check on the received queries from the region. Analyze and respond to various internal and external queries, to ensure that clients are well-informed and escalate complex issues to the HR Officer/ supervisor.
  3. Maintaining and timely updating the Regional HR tracker and projects such as (Helpdesk received queries/ responses, regional activities, consultants’ recruitment tracker, regional initiatives, etc).
  4. Allocate responsibilities and support on-the-job learning and onboarding of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services. 
  5. Identify evolving needs of the organization and recommend changes in HR templates, processes, and procedures, in coordination with the HR Officer to support improvements in provided regional support. 
  6. Maintain and keep a well-organized knowledge management database, recording guidance provided to queries received from the region. Suggest responses to similar issues based on the information maintained in the knowledge management database. 
  7. Provide support and contribute to the compliance/oversight exercises to be held for the COs in the region.
  8. Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, employment letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines.
  9. Coordinate with RBC LAPC to review regional appointment requests and conduct an initial review of the submitted documents.
  10. Support in the regional consultancy management; receiving and recording the requests, reviewing the documents to ensure everything is completed, drafting TOEs, sending offers as well as following up with potential consultants.
  11. Support in the capacity building for Country Offices; organizing regional calls on recent policy changes, and new guidelines, managing HR Newsletter, and producing Important-To-Know issues on related HR policies or specific issues.
  12. Support in the Reassignment exercises, and generate related reports, sheets, analytics, and presentations as required.
  13. Collect and compile data from the region on different HR projects and activities, produce and/or contribute to reports and presentations, carry out the needed analytics and generate dashboards as required.
  14. Support in different HR activities, projects, or any other tasks related to the job as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, preferably supplemented by a university degree in HR, Business, Management, or another related field.
Experience: A minimum of 6 years of related professional experience in the field of operational HR, HR administrative support and/or HR Analytics.

Knowledge & Skills:    
1. Has conducted specific HR services activities such as contracts, payroll administration and timekeeping. 
2. Has provided a briefing to new recruits as part of the onboarding process.
3. Strong analytical and presentation skills
3. Solid knowledge and expertise in Microsoft Office (PowerPoint, Excel, etc). 
4. Knowledge of standardized business support work routines and methods.
5. Ability to work to deadlines and follow clear instructions.
6. Uses tact and courtesy to give and receive information from a variety of individuals.

Languages: Fluency in spoken and written English and Arabic.
