Position Summary:
Human Resources Manager reports directly to the Administrative Director.
The HR Manager supports a revised HR structure for IMPACT- CSRD, with vast and complex HR needs. They are responsible for ensuring comprehensive Human Resources support for assigned team members. The Human Resources Manager will lead day-to-day HR management and ensure the implementation of HR policies, processes, and management; also ensuring compliance with donor, legal and internal Impact-CSRD regulations. They will support Leadership in identifying the HR and people priorities of the related offices, as well as their implementation. They will support HR leadership in ensuring timely service delivery, support, guidance and counsel to management and team members.
Roles & Responsibilities:
STRATEGIC Human Resource MANAGEMENT
- Work closely with staff to ensure HR services are provided on time, with high quality and compliant with policies and manuals.
- Ensure that HR management tools are in place, regularly updated and analyzed monthly to inform reflection, opportunities, and needs (reporting, organizational charts, etc.)
- Ensures management and behavioral issues are addressed according to IMPACT- CSRD policies and procedures, including leading investigations at the discretion of the Administrative Director.
- Provides support to all managers and supervisors through facilitating workshops or supporting knowledge transfer for HR and people management topics.
- Contribute to the development of the HR department within the country office and global HR initiatives, where appropriate.
- Provide approvals and authorization, as per the HR authorization matrix.
- Implement HR related safeguarding measures and identify opportunities to advance related organizational objectives.
- Represent IMPACT- CSRD in relevant INGO forums and working groups.
TEAM MANAGEMENT
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools, and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Hire, orient, and lead team members as necessary.
- Contribute to HR team structure definition.
Recruitment, Selection and Placement
- Ensure Recruiting Policies and Procedures of IMPACT-CSRD are identified and well understood within HR and amongst all Supervisors and team members.
- Ensure all hiring requests are completed according to Recruiting Policies and Procedures of IMPACT-CSRD and local laws.
- Ensure quality data regarding recruitment is available each month and evaluate data to inform decision making and review.
ONBOARDING & HR ADMINISTRATION
- Ensure that successful orientation procedures and processes are defined across the various office locations.
- Ensure the development of consistent systems of new staff induction and service requests between HR and other departments.
- Evaluate the success of onboarding procedures and recommend improvements annually.
- Audit the department’s maintenance of job files, personnel files, and other documentation to ensure that we adhere to IMPACT-CSRD, Donors, and Legal requirements.
- Ensure quality and timely HR data across all countries..
- Ensure exit processes for staff departing IMPACT- CSRD are conducted in line with the HR policies and IMPACT-CSRD requirements. Revise and make recommendations as required.
Policies and PROCEDURES
- Support leadership in the definition and implementation of required HR policies.
- Monitor HR-related laws, policies, and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of IMPACT- CSRD and national laws.
- Ensure that IMPACT-CSRD policies and procedures are sensitized, understood, and consistently followed across the regional offices.
- Identify gaps and contribute to defining solutions regarding HR policies and procedures.
- Support Supervisors understanding of HR policies and procedures and ensure their ability not only to adhere to such, but to advise the individuals within their teams appropriately
Administration
- Ensure that rental contracts are renewed annually before expiry.
- Ensure that all vehicles and property where possible is appropriately ensured. Vehicle licenses are renewed before expiry.
- Ensure that all required licenses such as annual approval from the Ministry of Social Development, municipality license and any other required permits are received in time.
- Ensure maintenance and updating of website, Facebook, and other publicity by complying with the organizations branding guidelines.
Policy Level Impact:
In consultation with the Administrative Director and within IMPACT -CSRD EMEA area policy guidelines and policies to govern national and local operations.
Knowledge, Skills & Abilities:
Experience Required
- Five or more years of successful local or international program experience including three or more years’ effective coordination/managerial experience, preferably the non-profit sector and within the Middle East.
- Experience in serving on the development of non-profit organizations.
- Experience in non-profit program management/administration, plus a local constituency and/or network strongly preferred but not required.
- Experience in report writing, program development and implementation.
- Experience in the field of Sustainable Development Programs, including operational and field experience, program development, and management
- knowledge of the European labor laws requirements, preferably with the German regulations
Education Required:
– University degree preferably in a relevant field, such as international development or relations, public administration, management, and/or social sciences.

Language Requirements:
Excellent command of English and Arabic Language.
