JOB CONTEXT
The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine.
HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank.
The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 40,000 Palestinians have been killed, 100,000 have been injured and several thousand among them have suffered from amputations or permanent impairments.
The total budget for 2024 will likely be between 20 M EUR. The total number of staff is around 100 + around 100 volunteers, and it is expected to grow up to around 150/200 staff in total (for all sectors).
Current sectors of activity are the following: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy.
HI has started to organize short expat visits to Gaza in support of the national team. These visits are critical to provide support and relief to the national team, increase the strategic understanding of the situation, enable the launch of additional activities, and enhance HI’s public communication and advocacy on this crisis. The visits to Gaza are on standby since June and we are expecting to resume rotation and deployment during September. The organization of these visits requires a very strict and complex process with several HR, logistics, security and access, and coordination tasks.
YOUR MISSION
Belonging to Palestine HR Department and reporting to Palestine HR Manager, your main missions are the following:
Responsibility 1: In close support to Palestine HRM, you contribute to the design of the HR part of the STRATOP and Oversees its associated action plan:
- Drafts, revises, and implements the HR segment of the Programme’s operational strategy in line with HI’s policies.
- Translates HR strategy into actionable plans for the Programme.
- Advises the Country Director on major HR reorganizations.
- Produces, compiles, and analyzes HR indicators for the Programme’s dashboard; creates HR-specific KPIs when needed.
- Manages the budgetary, security, and social risks related to HI.
- Represents HI externally on HR matters and develops necessary local partnerships.
Responsibility 2: Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility:
- Oversees the deployment and quality monitoring of all HI’s HR policies, processes, and tools in the Programme.
- Drafts, updates, and enforces the Programme’s HR framework documents (CSE for International Staff, Terms and Conditions for National Staff, Internal Regulations, disciplinary framework, etc.).
- Assists and supervises the team in adapting and contextualizing HR frameworks.
- Ensures legal and regulatory compliance for the Programme.
- Ensures the quality and compliance of auditing, internal control, and archiving procedures.
Responsibility 3: Operational implementation of HR
- Manages the dimensioning and quality of Programme resources.
- Oversees Career Management and Skills Development systems.
- Ensures quality administrative management for all staff.
- Assists managers in implementing HI’s HR policies.
- Maintains the social environment and ensures legal HR compliance.
- Supports the Country/Regional Manager in deploying the HR aspects of the Code of Conduct, PSEA, Fraud and Corruption Policy, and other institutional policies.
Responsibility 4: Emergency preparedness and response
- Oversees emergency preparedness in the department and, during emergencies, reprioritizes the team’s efforts to ensure a rapid and effective HI response.
Responsibility 5: Expat Deployment
- Monitor the timely implementation of each step of the Gaza expat visit process for each expat visitor to Gaza.
- Support and complement the HR team, logistics team, and senior management in the implementation of the process
- Act as main point of contact for expat visitors for questions, concerns, and feedback about the visits
- Ensure regular adaptations and improvements to the visit process
CHARACTERISTICS OF THE POSITION:
The position is based in Jerusalem with possible travels to Gaza.
- Jerusalem: In normal times, the security is relatively stable most of the year, with some days of mass demonstrations and isolated acts of violence, in particular during key religious holidays and anniversaries of important historical events. There are several opportunities for social and cultural life. In the current crisis, there is a heightened risk of violence and an increasing number of Israeli checkpoints. Life in Jerusalem is relatively stable and international staff have some opportunities for social life and daily trips.
- Gaza Strip: in the current crisis the whole population is at risk due to frequent airstrikes and ground offensives. HI has setup two separate premises with the capacity to accommodate international staff and has put in place the necessary security systems to manage their presence. The context remains volatile and might improve or worsen in the coming weeks and months. The selected candidate will be thoroughly briefed about the context and the security systems before deployment to Gaza.
Expériences / Formation
- You have at least 5 years of overall professional experience as HR for INGOs
- You are able to manage stress
- You provide feedback and have good planning skills
- You can work in English
- An experience in humanitarian emergency responses is an asset

- Housing: Collective taken in charge by HI
