The Jesuit Refugee Service (JRS) is a catholic faith based international non-governmental organization with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in November 1980 and has a presence in over 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localized scheme of salary/stipend, insurance, etc.

In Burundi, JRS works in five (5) Congolese refugee camps (Kinama, Musasa, Kavumu, Bwagiriza and Nyankanda) in the provinces of Ruyigi and Muyinga, in the urban environment (Bujumbura and Rumonge) and in repatriation zones of the country. Its sectors of intervention include education, economic empowerment, psychosocial, protection, reintegration, reconciliation and social cohesion. With a cross border range of activities in the area of reintegration, reconciliation and social cohesion, JRS is also working in Tanzania mainly in the sectors of inclusive education, psychological support in the refugee camps of Nduta and Nyarugusu, region of Kigoma.

To carry out its mission, JRS Burundi – Tanzania operates with several administration, implementation, and support staff members at all levels from the field staff members (community mobilizers) in the repatriation zones, the incentives in the camps, the office attendants, psychologists, assistant coordinators and coordinators in different bases, the projects directors, the program, finance, logistic and country direction teams.

It is in this context that JRS Burundi – Tanzania is recruiting a Human Resources Officer to manage its resources in both countries.

JOB DESCRIPTION

Planning

  • Design, implement and update the National Staffs Internal Regulations in line with JRS standards and with the local Labor Law.
  • Design, implement and update the salary grid/list of functions, the recruitment process and the evaluation process.
  • Plan and monitor HR operational and budget needs in order to efficiently manage the required HR needs and capabilities of the Country Office
  • Develop a standardized Induction program for JRS staff.
  • In coordination with the Country Director, Country Finance Officer, Country Program Officer and any other relevant staff design and update the mission organizational charts (for both National and International staffs) and the Job Descriptions. Guarantee standardization across the Country.
  • Follow up on local training opportunities for JRS Staffs and share information/coordinate with the Project Managers or any other relevant team member. Support in the identification of possible training needs

Implementation and Monitoring

  • Monitor and guarantee the implementation of the Internal Regulations through regularly visits to the project locations.
  • Keep track of the training taken by the Staffs
  • Coordinate the implementation of all administrative local protocols and procedures, organize regular information meetings with all the staff and systematically participate in all briefings where HR expertise is requested (Finance, Programs, and Administration)
  • Act as link between the Country HR Office and the HR Offices at Project, Regional and International level.
  • Develop and implement JRS HR core policies and international guidelines and protocols in line with both JRS and international humanitarian standards (PSEA, Child Protection Policy, Anti-fraud Policy, etc).
  • Assist in the implementation of the JRS Global Staff Care Program (MHPSS, Security and Safety, Policies, Working conditions and Environment).
  • Provide up to date analysis of new trends in the area of Human Resources Management in the Country and suggest review and or update of best practices.
  • Run specific surveys on the JRS staff well-being in the Country.
  • Frequently travel to the projects to support the Project HR staff.
  • Support the Project Director and/or the Project HR Officer to take decisions regarding security measures in situation of crisis within the Project, after consultation with the Country Director.
  • With the support of the project administrators guarantee that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national id, pictures, disciplinary measures, leave requests and justifications resignation letters)
  • Coordinate local recruitments: prepares the Job Vacancies, checks the received applications and participates in the shortlisting, participates in interviews and oversees the whole selection process
  • Support all team members with team management responsibilities when dealing with disciplinary measures.
  • Raise awareness and train the Coordinators in the evaluation process; Guarantee that all staffs are properly and regularly evaluated; Make sure evaluations are properly archived.
  • Ensure acorrect preparation of the payroll process.
  • Support the Country Director in the implementation and follow-up of the international Staffs administrative aspects (VISA, leaves, R&R…)
  • Write and share regular and/or ad-hoc HR reports.

Representation

  • Liaise with the local legal advisor and with the labor office on the HR matters.

Qualification and Competencies

  • A university degree in Human Resources or related field (organizational development; business administration, etc.) or a specific training, qualification or certification in human resources management.
  • A minimum of three (3) years of work experience in a similar role in an international or non-profit organization.
  • Excellent English and French, both verbal and written.
  • Proficiency in Microsoft Office 365 and any human resources’ management related software or computerized systems
  • Strong interpersonal skills and the ability to work in a multi-cultural, international, professional environment.
  • Strong ability to innovate in a changing environment and promote creativity within the organization.
  • Strong analytical, strategic-thinking, and planning skills.

Desirable

  • Understanding of/and commitment to humanitarian relief work and international humanitarian standards.
  • Previous working experience with faith-based organizations is an asset.

Terms and Conditions

The contract is for 1 (one) year, renewable with an initial probationary period of three months. The JRS remuneration policy is aligned with the JRS ethos of offering effective and professional services and at the same time expressing solidarity with the people served.
