Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.
The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.
The position is located in the Human Resources Management Support and Analytics Unit (HR/MSA) of the Human Resources Development Department (HRD). HRD is the central authority on human resource matters in the ILO. The Department seeks to align the Offices’ human resources capacity with the strategic objectives of the Organization to ensure that it can carry out its mission effectively. The Director of HRD is assisted by a Management Support and Analytics Unit (HR/MSA) for work planning, budget and financial control, central support services, HR data analytics and the coordination of the preparation and production of oversight documents.
The position will provide essential functions to support the daily HR operations within the Office’s Integrated Resource Information System (IRIS), maintain data quality, ensure coherence between HR information and HR rules and regulations, provide data analytics and reports as required.
The position will report to the Senior Administrator, HR/MSA.
1. Provide technical and functional support on IRIS data administration and quality control, monitor inputs of Personnel Actions for all staff, ensure compliance with HR rules and procedures, perform configuration, and maintain data as necessary. Resolve standard problems and implement corrective actions as necessary. Provide guidance on the use of IRIS HR modules, including self-service functions and back-office functions.
2. Assist the supervisor in identifying training needs for the IRIS HR modules for users across the Office. Propose training and assist in developing, modifying and updating training materials and deliver training to users at ILO headquarters and in the field. Draft user guides and targeted non-standard communication to promote the effective use of the system.
3. Assist the supervisor in identifying technical or functional issues within IRIS HR modules; propose system enhancements to address such issues; conduct user acceptance testing for implementation.
4. Act as focal point on salary and benefits data administration within the IRIS HR modules; maintain reference tables such as salary scales and tables of allowances for all categories of staff, post adjustments, duty stations, including hardship classification, hazard pay and non-family information. Provide information on benefits and entitlements to clients across the office including HRD.
5. Act as focal point for the administration of rental subsidy; determine eligibility, calculate and process rental subsidy applications, conduct periodic monitoring and compliance exercises, provide guidance and briefing to staff members and to colleagues within HRD.
6. Support the implementation of HR metrics, analytical tools and dashboards for use by HRD and its clients to guide decision-making related to workforce planning and staff trends. Provide input into the design and development of dashboards and test dashboards and reports in accordance with users’ roles.
7. Prepare analytical reports for internal and external committees. Assist the supervisor in reviewing and revising documents and reports. Obtain required information from inside and outside the Organization, and prepare and analyse HR and organisational data and statistics using computerised databases.
8. Attend external meetings with the supervisor as appropriate.
9. Perform other relevant duties as assigned.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
First-level university degree (Bachelor’s or equivalent) in human resources management, information systems or other related field.
Three years of professional experience in human resources management.
Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language.

Ability to analyse information, examine and reconcile discrepancies and inconsistencies, research precedents and apply pertinent regulations and policies. Good knowledge of automated information systems. Ability to clarify users’ requests and to respond to and resolve technical problems. Ability to communicate effectively both orally and in writing. Ability to present the position of the HR department to managers and staff. A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality. Objectivity and ability to apply HR rules and regulations in a fair and consistent manner. Ability to work on own initiative as well as a member of a team. Excellent time management skills and the ability to plan and execute assigned duties. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
