The Country Support Unit (CSU) has been established to provide administrative andoperational support to facilitate Programmes implementation as well as empowerManagers and Staff to fully assume their roles and responsibilities in the GSMand Business Management System (BMS) environment, and to ensure compliance withWHO Policies, Procedures, Rules and Regulations on all Human Resources,administrative and financial matters and transactions in the context of anEnterprise Resource Planning (ERP) system – the Global Management System (GSM)and Business Management System.
1.Provide HR policy advisory services to managers and staff,and advise on interpretation and application of HR Policies, Regulations and Rules to guide Management actions and decisions.2.Coordinate HR services delivery within the Country Office;manage and supervise the HR function ensuring that the HR Unit functions efficiently and effectively; build the capacity of the HR team to respond timely and professionally to the HR needs of managers and staff members. 3.Participate and provide support to Team Leads and Programme Managers in the planning and preparation of HR Plans and Budgets andmanage the implementation of approved HR Plans to support normal Country Office operations as well as emergency preparedness, response and recovery activities within allocated time frames and budgets. 4.Coordinate all position management actions including anticipating, drafting, reviewing, and updating of post descriptions. creation of new positions and update of existing positions in the HR Plan and ensuringpositions are classified as appropriate.5.Manage the recruitment, selection, pre-boarding and on-boarding processes for staff, consultants, Special Service Agreement, interns,etc., through Stellis and BMS, in a transparent and competitive manner, leadingto timely sourcing, selection and placement of required talent. 6.Liaise with the Regional Office and HQ Health Emergency HR Units in sourcing and outreach efforts, roster management, targeted sourcing,use of stand-by partners, technical networks, NGOs, UNVs and FMTs to ensure speedy and effective deployment of staff and international responders. 7.Provide orientation and induction support for all new employees, ensuring that they receive the needed assistance to settle down to their jobs. oversee completion of mandatory trainings. Brief new employees on their benefits and entitlements based on their contractual status. 8. Coordinate the administration of staff and affiliate contracts including managing all aspects of separation formalities to ensure that separated staff members are paid their final entitlements and pension benefits timely. 9. Provide regular information and briefings to staff on amendments and updates to the Organization’s Policies, Rules and Regulationsgoverning contractual relationships and entitlements. 10. Advise staff on HR services offered by the GSM and BMSsystems and support them to initiate and submit their Self-Service transactionsto update their personal and family status to access their entitlements. 11. Provide guidance and ensure compliance across the office in the implementation of the Performance Management and Development System (PMDS).12. Act as Learning Focal Point (LFP) for the WCO by coordinating the implementation of theStaff Learning andDevelopment initiatives. 13. Attend andrepresent WHO when needed to the HR Network meetings of the UN System inthe country andparticipate in salary surveys, DSA/ cost of living surveys and provide feedbackto counterparts atthe Regional Office and HQ 14. Perform allother related duties as assigned.
Essential: Advanced University Degree in Strategic HumanResources planning and /or Management, Business or Public Administration, Human Resources Management, Law,Social Sciences, or related field, from an accredited/recognized Institution
Desirable: Trainingor certification in Human Resources management
Essential: At least seven (7) years’relevant experience, in human resources management, at the national and internationallevel. Demonstrated experience in the operational application of humanresources management policies and practices, selection and recruitment, and the administration of benefits and entitlements is essential. Experience in supporting emergency or healthoutbreak operations
Desirable: An additional three (3) year’s relevant experience, in Human Resources management,at the national and international level will be an advantage. Preferable in aninternational organization in a developing country setting. Experience in the application and deployment of Enterprise Resource Planning (ERP) systems inthe management of HR operational processes. Priorhumanitarian working experience at field level,Experience in HR Operations within the UN System.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3957 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
