The incumbent of this post reports to the Human Resources Officer (HQs), grade 17

Responsibilities

  • Supervises the Entitlements (Area) Unit staff and its activities; ensures accurate processing of payroll and data elements and certifies monthly payroll; ensures confidentiality and accuracy of document management; monitors Headquarters staffing tables for Area posts and ensures all needed post actions are undertaken.
  • Ensures compliance with Staff Regulations, Staff Rules, Directives and other issuances by overseeing and verifying all actions taken by the Area Section with an impact on area staff members; assists in the development and implementation of human resources policies and procedures.
  • Determines Area Staff eligibility for benefits as established under the provisions of staff regulations, rules, and directives; supervises contract management and the applicability and implementation of personnel actions; advises concerned Department Heads and personnel accordingly. – Provides comprehensive briefings for new hires and retirees; counsels staff members on HR matters.
  • Provides statistical analysis related to various Area Section issues and enquiries; analyses relevant Area Section patterns and trends and provides advice accordingly.
  • Supports and advises on the process of enhancing and developing HR systems in line with the promulgated regulations, rules, operational instructions and other issuances; provides comprehensive analysis on testing results of newly implemented solutions/ changes to HR systems.
  • In coordination with the Human Resources Officer (HQs), addresses complex cases, queries and problems agency-wide; participates in providing solutions and advice and drafts reports/submissions; reviews submissions prepared by staff reporting to him/her for further review by the Human Resources Officer (HQs).
  • Performs other duties as may be assigned by the supervisor.

Education

  • A university degree from an accredited educational institution in human resources, business or public administration, management or a related discipline.

Work Experience

  • At least six years of progressively responsible relevant experience in human resources, including experience in entitlements administration in a governmental, international or large commercial organization, including at least two years at supervisory level, is required. A university degree from an accredited educational institution in human resources, business or public administration, management or a related discipline, is required.
