Org. Setting and Reporting
This position is located in the Office of the Chief of the Strategy and Policy Development Service, Global Strategy and Policy Division, Office of Human Resources, Department of Management Strategy, Policy and Compliance. The Human Resources Officer reports to the Chief of Service. The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
General
- Provides coordination and communication support to stakeholders on human resources related matters.
- Monitors the implementation of the work programme of the Service with relation to human resources policies, practices and procedures.
- Prepares reports and participates in/manages special human resources projects, and monitors deliverables.
- Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
- Keeps abreast of developments in various areas of human resources.
- Manages administrative matters and supervises the work of the Front office. Strategy and Policy Development
- Provides support to strategy and policy development activities. This includes the functional areas of policy formulation, and revision; HR delegation of authority; interagency and intergovernmental issues; field strategy and conditions of service; communications and capacity building; and contributions to the implementation of the Secretary-General’s management reform agenda.
- Coordinates input including substantive and policy support for meetings of the Management Client Board, Staff Management Committee and selection review bodies.
- Monitors and ensures the proper and innovative implementation of HR policies, use of HR delegation of authority, and application of conditions of service and entitlements.
- Provides advice on interpretation and application of policies, regulations and rules to senior managers, human resources practitioners and other UN system organizations.
- Reviews and provides advice on exceptions to policies, regulation and rules.
- Reviews policies and procedures and recommends changes as required with a view to streamline, simplify, consolidate, and abolish or amend those outdated.
- Prepares policy papers, position papers and briefing notes on issues related to policy development and interpretation.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Education
- Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, law or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.
Work Experience
- A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in the development of human resources policy or in administrative law is desirable. Experience in preparing HR reports, policies, position papers, briefing notes or talking points is desirable. Experience in collecting, analyzing, and presenting large data sets and other information gathered from diverse sources to analyze performance identify trends and report results in a clear manner is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another official United Nations language is an advantage.
