Org. Setting and Reporting
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Operational Support and Advisory Service (OSAS) serves as an enabling partner to support clients in fulfilling their mandates. The key services include: guidance to entities on the proper exercise of delegated authorities; advice on the application of human resources policies and procedures; advice to managers related to formal and informal conflict resolution; input/feedback to the development and/or improvement of simplified policies and procedures; support to clients in developing, formulating and implementing customized entity specific HR strategies and plans; and support to clients and shared services in the achievement of their human resources management targets and objectives. The Client Relations and Specialized Advisory Section (CRSAS) serves as the primary entry point for client entities seeking human resources advice, provides specialized advice in the prevention and resolution of conflict including cases in the system of administration of justice (mainly at the MAES and pre-MAES stages) and maintains the personnel records of New York and international field staff. The Client Relation Management Unit (CRMU) coordinates the dedicated advice and operational support on all HR matters provided to the Global Secretariat. The incumbent will report to the Chief of the Client Relations Management Unit (CRMU).
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties: General • Provides operational support and advice to managers and HR staff in client entities on the exerice of delegate authorities for human resources related matters. • Prepares special reports and participates and/or leads special human resources project, including for business process improvements. • Keeps abreast of developments in various areas of human resources and contributes operational inputs into the streamlining and simplification of policies and for the production of guidance documents. Administration of entitlements • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Determines and recommends benefits and entitlements for staff on the basis of contractual status. • Reviews policies and procedures and recommends changes as required. • Reviews and recommends level of remuneration for consultants. Other duties • Advises and provides counsel in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Advises on local salary surveys and related allowances in the field. • Provides guidance to on the application of classification policies and procedures. • Assists in preparing policy papers, position papers and briefing notes on a range of human resources matters. • Assists in the identification of conditions of service in field duty stations. • Assists in staff-management consultations.

Education
An Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human resources management, administration or a related area is required. A minimum of two years of experience in an international organization advising clients on the interpretation and implementation of staff regulations and rules, human resources policies, guidelines, or process guides is required. A minimum of one year of experience in an international organization contributing to the formulation of new policies, standards, procedures or guidelines in the area of human resources is required. A minimum of two years of experience in an international organization in the direct provision of human resources services is desirable. A minimum of two years of experience in an international organization supporting business process improvements of human resources procedures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level. For information on special post allowance, please refer to ST/AI/1999/17. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.
