The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities. This position is located in the Office of the Chief of Human Resources Staffing Service (HRSS) in the Human Resources Services Division (HRSD), the Office of Support Operations (OSO) within the Department of Operational Support (DOS). The Human Resources Officer will report to the Chief HRSS.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General

  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in various areas of human resources. Recruitment and placement
  • Identifies upcoming vacancies in coordination with section/unit chiefs within the Service Prepares job openings, reviews applications, and provides a short-list to section/unit chiefs within the Service.
  • Arranges and coordinates interviews to select candidates.
  • Reviews recommendation on the selection of candidate by sections/units in the Service.
  • Serves as ex-officio in interview panels and prepares associated reports.
  • Monitors and evaluates recruitment and placement related activities within the Service and recommends changes or corrections related to applicable procedures as part of the overall mandate of HRSD to streamline the recruitment process. Supervises and monitors the work of the Human Resources Assistant in carrying out human resources activities including maintenance of staffing tables and following up on processing of contracts by the Headquarters Client Support Service (HQCSS) of DOS.
  • Provides support to Special Assessments Section of the Service in planning, organizing, developing, coordinating and administering the young Professional Programme (YPP), G to P Examinations, Language professionals’ examinations and other programmes and tests related to recruitment of professional, general service and other categories of staff of the Secretariat.
  • Reviews requests for hiring of consultants, individual contractors, Junior Professional Officers (JPO) and interns within the Service. Administration of entitlements
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Reviews policies and procedures and recommends changes as required. Staff development and career support
  • Identifies and analyzes the Service’s staff development and career support needs and designs programmes to meet identified needs. Designs, plans, monitors and provides induction orientation programme and briefing to new staff members of the Service.
  • Provides performance management advice to the Service’s staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS).
  • Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Service.

Other duties

  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
  • Provides coordination and programme management support for the various sections within the service under the guidance of the Chief of Service. This entails coordinating and reviewing inputs on various deliverables, ensuring other chiefs are aware of latest developments, and overseeing the efficient running of the Office of the Chief of Service. It also entails addressing any staffing or other administrative matters as they arise to ensure the full functioning of the Service as a whole.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in the provision of expertise and development of processes in the areas of staffing, testing and examinations, operational workforce planning and organization design and management across entities is required. Experience in business re-engineering and process improvement in human resources management is desirable. Experience in data analytics or related areas is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is desirable.
