Strategic Office Context

Under the overall guidance of the P3 HR Specialist (HR Digital Tools), the HR Officer is responsible for activities associated with the current HR Digital Tools. The incumbent will provide strategic and technical advisory support to users and projects on system enhancements and performance management-related initiatives. He/she will coordinate the testing of any ongoing system improvements and proposed business enhancements, including delivery of training sessions. He/she will design and maintain a comprehensive learning portfolio and HR analytics reports.

Purpose for the job

The incumbent of this post will support UNICEF staff in the talent management process and system that was created as part of a broader initiative to digitalize key HR functions, including performance management. He/she will coordinate and execute the renovated talent management process. The goal will be to ensure the best client support service to all staff in line with UNICEF’s revised approach and practices to talent management.

Key functions and accountabilities

  1. Collaborates with the Talent Management System (TMS) focal points and OneHR community at large to identify HR technology /digital tools learning needs.
  2. Coordinates the development and dissemination of HR in technology related training programmes (in talent management systems, performance and other HR digital tools).
  3. Ensures quality training programmes by employing critical thinking, innovative approaches and good practices for HR policies pertaining to HR Digital tools.
  4. Designs and develops comprehensive learning portfolio related to the current talent management system and approach for all staff, including end-user materials, global and customized webinars, capacity building sessions for HR colleagues. Conducts regular review and maintenance of the existing HR system and tools guidelines and user guides portfolio. Continuously updates the HR Digital Tools portal.
  5. Provides support in performing key reporting recruitment metrics and analysis; as well as on demand customized recruitment reports.
  6. Provides administration support to other Talent Management and HR Digital tools functions as needed.
  7. Any other duties as assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • A first-level university degree (bachelor’s) in human resource management, business management, international relations, psychology, or another related field is required. Master’s degree in HR management or IT is desirable.
  • A minimum of two years of relevant professional experience in human resources in technology, including generic experience in talent management related functions is required.
  • Relevant experience in the development and delivery of learning, capacity building and transfer of knowledge strategies, plans and training programmes (including training materials) is required.
  • Relevant experience in Human Resources System Management with a broad view of information system environment in an international setting or large corporation is required.
  • Relevant experience in data analytics and reporting is desirable.
  • Proven experience as a Business Analyst with a focus on the development of HR digital solutions and tools is desirable.
  • Relevant system administrator experience in navigation and working with user records and reports and knowledge on industry best practices to design and/or implement system improvements is desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.
