Org. Setting and Reporting

This position is located in the Human Resources Section (HRS), Executive Office, Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Human Resources Officer will report to the Chief of Human Resources Section.

Responsibilities

Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

General
• Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization.
• Monitors and ensures the implementation of human resources policies, practices and procedures.
• Keeps abreast of developments in various areas of human resources.
• Prepares reports and participates and/or leads special human resources project.
• Plans, organizes, manages and supervises the work of the HR Administration Team.

Recruitment and placement
• Projects and monitors vacant posts of assigned level/group, Secretariat or mission-wide and ensures adherence to policies and procedures in filling these posts.
• Prepares job offers for successful candidates.
• Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.

Administration of entitlements
• Advises on the development, modification and implementation of United Nations policies and practices on entitlements.
• Supervises and monitors the work of Human Resources Administration Team in reviewing and processing entitlements and benefits related actions.
• Supervisors the Team in carrying out all human resources transactions including but not limited to approving personnel actions and related HR transactions
• Reviews and recommends level of remuneration for consultants.
• Provides advice to staff and managers on interpretation and application of policies, regulations and rules relating to conditions of service, benefits and travel entitlements. Reviews and provides advice on exceptions to policies, regulations and rules.
• Inducts newly recruited staff members by briefing them on administrative formalities, conditions of service, entitlements and benefits.
• Assists in resolving complex HR related issues and problems by conducting necessary research and fact finding, and preparing drafts and related documentation for review by the Supervisor.

Other duties
• Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
• Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
• Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases.
• Supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required.

Experience in administration of staff entitlements and benefits in the United Nations common system, or comparable international organization, is required.

Experience with Enterprise Resource Planning (ERP) system, Umoja or equivalent, is desirable.

Experience with HR on-boarding platforms, such as Inspira or equivalent, is desirable.

A minimum of three (3) years within the last seven (7) years of international experience in a field operation with the UN or similar international organization is desirable.

Languages

English and French are working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN Official languages is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This temporary position is available through 30 April 2024. Extension of the appointment is subject to extension of the mandate and the availability of the funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. United Nations Considerations
