The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.
The role – Human Resources Officer – Recruitment will be responsible for effectively managing the end-to-end recruitment cycle of local recruitment within Fiji and supporting international recruitment in all locations. The Human Resources Officer – Recruitment will provide support and guidance to hiring managers by delivering a high-quality service and effective recruitment processes to address local and international resourcing requirement and staffing solutions.
The key responsibilities of the role include:
Recruitment Process Management
- Manage the end-to-end recruitment cycle for local and international recruitment assignments in Fiji.
- Advise hiring managers on the most effective sourcing strategies for local and international roles (temporary and fixed term contracts).
- Provide guidance to hiring managers on the requirements of the job descriptions to ensure they capture the complete essence of the role.
- In collaboration with the HR team, ensure roles are properly evaluated and aligned to the relevant (up to date) remuneration and benefit package.
Operational Excellence
- Ensure a high-quality customer service is being delivered to hiring managers, panel members and applicants.
- Follow and be up to date on all selection processes and their different stages in the Noumea portfolio, be able to fill in for the team as required.
- Responsible for the reference checking and psychometric testing of all candidates for local and international positions.
- Maintain and manage the Suva Recruitment network folder by ensuring all relevant selection process documents are stored recorded.
Team Effectiveness
- Practice a continuous improvement approach by reviewing own work methods and maintaining a positive approach to solving problems/issues.
- Contribute to the efficient delivery of Recruitment support, being flexible, adaptable and operating as a team, undertaking work in other areas where necessary to assist.
HR Projects and Deliverables
- In collaboration with the HR certified job evaluators, size and evaluate roles after ensuring the descriptions are coherent and duties are well encapsulated. Report outcome to and have discussion with hiring managers as needed. International positions are submitted to Fiji Ministry of Foreign Affairs for formal role approval.
- Support the whole HR Team with integrated initiatives and key projects across all locations.
- Assist the HR team with the implementation of new or revised processes.

Key selection criteria
Qualifications
- Bachelor’s degree in human resource management, public or business administration.
Technical expertise
- At least 4-5 years of human resources experience, with a strong focus on recruitment.
- Proven ability to contribute to the streamlining and automation of the recruitment process.
- Ability to apply human resources rules and regulations in a fair and consistent manner.
- Ability to manage the recruitment of multiple positions at any given time with varying deadlines and timeframes.
- Ability to facilitate and conduct interviews.
- Ability to advise, support and influence hiring managers throughout the recruitment process.
- Excellent computer skills and proficiency in the use of MS Word, Excel and Power Point.
- Excellent time management skills and organisational skills.
- Ability to liaise with staff at all levels of the organisation.
Language skills
- Excellent English communication skills (oral and written).
Interpersonal skills and cultural awareness
- Ability to work in a multicultural, inclusive and equitable environment.
Salary, terms and conditions
Contract Duration – 6 months (temporary contract).
Remuneration – The Human Resources Officer – Recruitment is a band 8 position in SPC’s 2024 salary scale, with a starting salary range of 2,044‒2,555 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,091–7,614 (USD 2,719–3,398; EUR 2,534–3,167). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international staff employees on temporary contracts – SPC provides a housing allowance of FJD 1,350–3,000 per month. Relocation airfares, excess luggage, health and life and disability insurances are available for employees. Employees are entitled to 25 working days of annual leave per annum and other types of leave, prorated on contract length and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
Languages – SPC’s working languages are English and French.
