The newly established Center of Expertise (COE) for Talent Development supports UNICEF on nurturing and enhancing the skills, capabilities, and potential of staff to drive individual and organizational growth following an integrated and holistic approach.
Tasks and Scope of Work:
Under the overall guidance of the Chief of Talent Development, the HR Officer will work across the Section, with responsibility for the Spouse Career Support Programme, coordination of the HR capacity building programmes, monitoring and evaluation of all learning programmes, as well as reporting for same. The incumbent will be expected to work closely with the Performance Management COE, Talent Engagement & Partnerships COE and other stakeholders in DHR, as well as the HR community and the Global Learning Center.
Summary of key functions/accountabilities:
Spouse Career Support programme:
- Act as focal point for the maintenance of the spouse database for UNICEF and establish proper communication channels for spouse career support programmes.
- Conduct needs assessment through surveys with UNICEF spouses to inform the development of impactful support.
- Create monitoring mechanisms and feedback loop for workshops and webinars by regions and country office duty stations.
- Liaise within the Talent Development (TD) Section, with facilitators and coaches on content design for webinars and workshops.
- Work closely with the Mobility Team/GSSC to explore pre-assignment information packages for spouses for specific locations as applicable.
- Establish partnerships with other UN Agencies, UN Expat Spouse Associations and other bodies such as the Internal Dual Career Network (IDCN) to explore professional networking opportunities for spouses.
- Work closely with all the TD work streams (Leadership Development, HR Capacity Building, Career Development and Management Development and Core Learning) to collate and consolidate data on various learning interventions.
- Support knowledge management by collating lessons learned and best practices and gathers insights on new and evolving learning areas, tools, approaches and innovations.
- Ensure accurate data on learning programmes and learners are maintained at all times and creates dashboards for data analytics. Draft reports for periodic reporting including annual reports.
- Support fundraising efforts through compilation and preparation of briefing materials and other documents for advocacy and information sharing purposes.
- Support HR capacity building in developing the HR Capability Framework. Work closely with the team in gathering and consolidating feedback from focus group discussions and drafting and organizing notes and recommendations from these consultations.
- Liaise with Team Leads and PM to develop a global learning calendar for HR colleagues.
- Collaborate with the HR Manager HR Capacity Building and Regional Office Focal Points to develop content for the regional HR induction programme with insights from the region/countries.
- Evaluate the effectiveness of programmes delivered and develop periodic reports.
- A first level university degree (bachelor’) in human resources management, education, business administration, international relations or any other relevant field is required.
- A minimum of two years of relevant professional experience in human resources, employee relations / engagement and/or change management is required.
- Strong research, planning and organizational skills. Ability to identify issues, conduct rigorous research, and draw conclusions and recommendations.
- Excellent oral and written communication skills. Ability to communicate effectively in multi-cultural settings.
- Ability to empathize with clients / staff and managers, while advocating for learning and careers.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
