ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate overseesa full range of financial, human resources, learning and staff development, procurement, information technology and general services to meet the service support needs of the Organizationas a whole. Additionally, the Directorate houses the Gender Equality and Empowerment of Women Unit and the Ethics and Accountability Unit as well as oversees their operations. Furthermore, the Directorate provides guidance on personnel security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

 

The Human Resources Services (COR/HRS) is responsible for ensuring that the Organization has at its disposal the human capital required to deliver its mandate and achieve business and strategic goals. To this end, it designs and implements modern human resources management policies and tools, which allow the Organization to attract the best talent. It delivers a broad range of services covering, among others, UNIDO’s human capital through a partnership model with the Professional staff acting as specialist for relevant parts of the Organization.

 

The Human Resources Policy and Staff Relations Unit (COR/HRS/HRPSRU) is a small, specialized team that provides advice to UNIDO globally on the design and interpretation of Human Resources policies and is the organization’s interface with other UN common system organizations and entities on matters pertaining to trends, developments and decisions affecting HR policies. Furthermore, HRPSRU is responsible for providing strategic advice to senior management in connection with grievances and disciplinary matters with the aim of protecting the integrity and efficiency of the Organization, while also ensuring that UNIDO’s internal justice system reflects principles of fairness and due process.

 

 

FUNCTIONAL RESPONSIBILITIES

 

Reporting to the Senior Human Resources Policy and Staff Relations Officer, the candidate will support and advise the HR Policy team in the design and delivery of a strategic review of UNIDO Staff Regulations, Rules and HR polices. The review will ensure that the HR policy framework is modernised, tailored to UNIDO’s current and future needs, enables delivery of a fit-for-purpose UNIDO workforce, fosters engagement, promotes positive employee relations, as well as diversity, equity and inclusion and drives business process excellence.

 

Specifically, the candidate:

  • Conducts a comprehensive review of existing human resources-related policies (Staff Regulations & Staff Rules, Director General Bulletins, Administrative Instructions, and Information Circulars), with a view to streamline, simplify, consolidate, revise, amend or abolish, as applicable, outdated or obsolete issuances to ensure the current human resources policy framework remains comprehensive, up-to-date and responsive to the operational needs and goals of UNIDO;
  • Drafts HR policy papers, administrative instructions, information circulars, standard operations procedures, etc.
  • Ensures alignment of the HR policy framework with applicable HR and legal frameworks and prevailing practices of UN Common System organisations; 
  • Performs any other functions, as required;

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education

Advanced university degree (Master’s degree or equivalent) in human resources, public or business administration, law, social sciences or other related field is required.

A certified qualification from a recognized HR professional body would be an asset;

 

A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

 

Technical and Functional Experience

 

  • A minimum of seven (7) years of progressively responsible professional experience in modern HR management with a good understanding of the human resources management principles, including experience in entitlements, staff/management relations, established negotiation skills, public administration experience, preferably in an international organization is required.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities is desirable.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is an asset.
