The HR Regional Representative will manage the delivery of HR operations and services as well as implement HR global initiatives and practices in IUCN offices in the North America Regional Office (NARO). She/He will serve as advisor and counsel to managers and staff to enhance individual contributions and performance. She/He will ensure the efficiency of HR processes.
Job Responsibilities:
Human Resources Management:
- In collaboration with the support of the global HR team, lead the implementation of IUCN global HR policies and initiatives in the region.
- Manage regional employee data in the Human Resources Management System (HRMS) ensuring timely processing and outstanding data accuracy.
- Ensure the timely and accurate delivery of operational HR services to regional staff and managers.
- Provide HR support and advice to employees on IUCN global HR policies and procedures.
- Ensure that the accurate job descriptions are in place for all staff, advise and assist line managers with writing job descriptions.
- Administer employment documents from hire to separation and make recommendations on issues that need to be resolved.
- Coordinate the recruitment process from posting to hire in line with operational needs in NARO. Ensure compliance with global policy and open and competitive processes.
- Organize and facilitate staff orientation, manage on-boarding and off-boarding of staff in the NARO office.
- In coordination with the finance team ensure that the NARO payroll is run timely and with accuracy and that compensation in NARO is compliant with the applicable salary structure and compensation policies.
- Generate people metrics and headcount reports as and when required to assist the Regional Director and Finance team in budgeting.
- Administer the employee life cycle, including preparing, processing and submission of necessary documentation for employment, registration and deregistration of employees, obtaining residency and work permits for foreigners.
- Administer benefit plans, maintaining competitive and cost-effective solutions for all staff.
- Develop and maintain up to date local Conditions of Service in compliance with the applicable laws and IUCN global template.
- Draw the attention of the Regional Director for North America in a timely manner to any instances of HR risks, issues, legal compliance, among others, and offer possible resolutions.
Manage good employee relationsL
- Advise line managers and the Regional Director on employee relation issues. Assist with conflict management and resolution, grievance handling and termination procedure as required.
- In collaboration with the global HR team, manage the performance development cycle for NARO staff, coordinate the submissions for promotions, and support the use of the online performance management platform.
- Support the development and implementation of global initiatives relating to staff recognition and development.
- As needed, organize staff learning and social activities in the office to further enhance team cohesion and cross- functional skills.
Contract management:
- Review consultancy contracts and make sure they are in line with IUCN contract review and sign-off procedures and local laws and regulations.
- Liaise with the Procurement Unit to ensure that contracts (service providers and consultancy contracts that need to be reviewed by HR) are prepared and signed in accordance with the procurement policy.
- Review and complete the procurement process to renew the medical and life insurance at the end of the year.
- Perform other duties as may be required by the role.
Requirements:
- Certification in HR management (SPHR, GPHR, CIPD or equivalent) with 5 years progressive experience in HR management.
- Successful experience as an HR generalist supporting employee groups in multiple locations within a global organization.
- Broad knowledge and experience in US employment law and compliance, compensation management, organization development, employee relations, and training and development.
- Demonstrated success in supporting managers and staff and in building strong relationships at all levels of an organization.
- Strong collaborator and communicator with effective interpersonal and analytical skills who is able to work seamlessly across locations, cultures, and organizational units.
- Demonstrated ability to prioritize work and meet competing deadlines; aptitude for problem solving and decision making.
- Superb written and verbal communication skills required. Capable of managing conflict and conflicting views.
- Fluent in English, knowledge of French or Spanish desired but not required.
- Strong knowledge of Human Resource Management System (HRMS) preferred.
