This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in thee Office of Human Capital and Talent Management (HCTM), Center for Performance Excellence (CPE)at the U.S. Agency for International Development (USAID).

Duties

  • Reviews customer performance management related products for compliance with agency policy, standard practice, and regulations and provides managers/employees with information/interpretation of the agency’s performance management policies.
  • Ensures efficient, transparent, trustworthy performance management/promotion processes cultivateing a high-performing, diverse and inclusive workforce; Ensuring workforce confidence in organization policies, processes through engagement/transparency.
  • Makes presentations about the employees’ performance management program and provides employees with information on interpretation of relatively complex agency performance management guidelines
  • Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems and works with employees and supervisors to ensure maximumunderstanding of system requirements.
  • Resolves problems pertaining to significant performance management issues and develops recommendations and alternative solutions

  • Must be able to obtain and maintain a Secret clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Qualifications

Basic Requirement:

Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (A) Experience managing Civil Service Performance Management Redesign Initiatives in support of the Human Resources Strategy and Transformation. B) Experience researching and providing guidance on Performance Management programs. C) Experience implementing existing and new policies pertaining to federal performance appraisal reviews. D) Experience developing solutions and appropriate interventions to resolve recurring problems and/or issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
