Org. Setting and Reporting

This position with the Office of the United Nations High Commissioner for Human Rights (OHCHR) is located with the Office of the United Nations Resident Coordinator in Sarajevo, Bosnia and Herzegovina. The Human Rights Officer will work under the guidance and direct supervision of the OHCHR Senior Human Rights Adviser.

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

  • Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective.
  • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country, including with regard to developments related to transitional justice.
  • Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators.
  • Provides support to sub-commissions, commissions and other bodies; follows-up on implementation of decisions rendered by policy-making bodies.
  • Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
  • Provides technical advice to relevant authorities and other national counterparts and engages on strategic advocacy, programme development and coordination within the United Nations country team relating to a human rights approach to transitional justice.
  • Organizes, leads, and facilitates private and public consultations and other events on issues related to transitional justice.
  • Defines a work plan for the area assigned in accordance with established terms of reference.
  • Represents UN human rights programme at working level meetings.
  • Directs capacity-building efforts on human rights in region/country of assignment.
  • Writes and contributes to a variety of internal and public material, including reports, briefings, statements, media products, especially on issues relevant to transitional justice and hate speech.
  • May provide guidance to new/junior staff.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other related duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in human rights, with a focus on transitional justice, is an advantage.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience working in the area of transitional justice is required. Experience in applying human rights standards and principles to research and analysis is required. Experience in conducting in-depth research, analysis and producing analytical reports, including on human rights and transitional justice issues, is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in Bosnian, Croatian or Serbian is also required.
