Org. Setting and Reporting
This post is found in the Office of the High Commissioner for Human Rights (OHCHR). This position will be based in El Fasher, North Darfur, Sudan, but has been temporarily relocated to Abeche in Chad until the end of the conflict in Sudan and the return conditions allow for deployment to El Fasher. It reports to the Head of the Darfur Sub-Office under the overall supervision of the Head of OHCHR country presence or his/her deputy.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties: • Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective. • Monitors human rights and other developments, conducts substantive research and analysis of human rights issues/events, and assesses their impact on the human rights situation in assigned region. • Collects and analyses human rights data and indicators in the country/region of assignment, including gender-specific data and indicators. • Ensures human rights issues, including their gender equality dimensions considerations, are integrated into humanitarian and economic efforts and programme, including by developing and implementing relevant training programs. • Assists the country’s military, police, and prison and/or detention authorities to develop and implement a training program in the field of human rights, international humanitarian law, democracy, and the rule of law, with attention to gender perspectives. • Conducts field missions, interviews, detention visits, and meetings with victims, witnesses and officials, and other stakeholders to gather, verify and document alleged IHRL abuses and/or violations and IHL violations; follows up on different cases and situations. • Represents the UN human rights programme at working-level meetings. • Leads or participates in capacity-building efforts on human rights in the region/country of assignment. • Drafts or contributes to the drafting of a variety of reports, communications, briefings, statements, etc., including to policy-making bodies. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. • Performs other related duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or related area is required. Two years or more of experience in data analytics or related areas is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of Arabic is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
