This position is located in the Group of independent experts on the situation of human rights in Belarus (the Group of independent experts on Belarus) pursuant to Human Rights Council Resolution A/HRC/55/L.24, based in Vienna, Austria. The incumbent will work under the direct supervision of the Coordinator of the secretariat of the Group of independent experts on Belarus and the overall supervision of the Chief of Americas, Europe and Central Asia Branch ( AECAB) within the Field Operations Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR).

Responsibilities

Within delegated authority, the Human Rights Officer/Analyst/Reporting Officer will be responsible for the following duties:

  • Reviews and analyses information collected and advises the Group of independent experts on Belarus staff on addressing gaps and following leads; – In coordination with the Investigation Team Leader, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
  • Coordinates closely with the Investigation Team Leader and SGBV Investigator to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
  • Prepares briefings, summaries of information gathered and analytical documents as required; – Coordinates the drafting of the Group of independent experts on Belarus’ reports, and acts as its main drafter;
  • Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Investigation Team Leader;
  • Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Group of experts on Belarus’ findings and conclusions; assists in developing actionable and gender-sensitive recommendations.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven (7) years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required. A minimum of two (2) years of experience in the analysis and drafting of public human rights reports is required. Relevant working experience in or on the region is desirable.

Languages

  • French and English are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required. Fluency in Russian is desirable. Knowledge of another UN official language is an advantage.
