This position is located within the Group of independent experts on the situation of human rights in Belarus (the Group of independent experts on Belarus) pursuant to Human Rights Council Resolution A/HRC/55/L.24. The incumbent will work under the direct supervision of the Investigations Team Leader and the overall supervision of the Coordinator of the Group of independent experts on Belarus within the Field Operations Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR).
Responsibilities
Within delegated authority, the Human Rights Officer/Security Sector Advisor will be responsible for the following duties: – Researches, collects and analyses information and documentation pertaining to human rights, international criminal law matters as required by the mandate, and, under the guidance of the Investigation Team Leader, proposes investigative methods and tools; – Gathers and analyses information, and produce mapping and analysis of the State police structure; de facto and de jure command responsibility, relationship between security institutions and other state institutions; – Advises the Secretariat on police procedures and methods including issues related to ballistics; weapons, vehicles and aircraft; – Conducts investigations, including through interviews with victims and witnesses and current and former law enforcement officers , to gather information and corroborate allegations of violations of international human rights and international criminal law as stipulated in the Group of independent experts on Belarus mandate; – Conducts timely monitoring of trends and patterns of violations; – Employs monitoring and mapping tools and multi-source, including open sources material and satellite imagery, to support geolocation of incidents and to assess the authenticity of collected materials and testimonies; – Identifies alleged perpetrators based on agreed information gathering methods; – Participates in and organizes missions to sites of violations or other places as required; – Ensures that all measures are taken for the protection of victims and witnesses who will cooperate with the Group of independent experts on Belarus according to the agreed methodology and respect for the ‘do no harm principle’, and by making effective use of pathways for survivors; – Ensures that the information and documentation related to the investigation is protected, stored and preserved safely in accordance with procedures established by the Group of independent experts on Belarus ; – Undertakes preliminary analysis of information gathered and drafts analytical documents, including a gender analysis; – Drafts relevant sections and provides inputs for the Group of independent experts on Belarus reports; – Ensures that gender perspective and gender-sensitive approaches are integrated at all stages of the investigation, analysis and report drafting; – Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of two (2) years of experience carrying out investigations of violations of international human rights law, or international criminal law is required. Experience in gathering and analysing information, and producing mapping and analysis of the State law enforcement structure, is desirable. Experience in advising on police procedures and methods including issues related to ballistics; weapons, vehicles and aircraft, is desirable. Relevant working experience in or on the region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian (written and oral) is required. Knowledge of another UN language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
