Job Overview/Summary:
The Humanitarian Access & Security Manager (HASM) is Central and South Iraq is responsible with overseeing security, access, implementing safety and security protocols, and advising IRC staff and management. The HASM will advise on and implement the IRC Security Management Plan for Iraq, under the supervision of HASC.
The HASM contributes to the analysis of access in all areas where IRC has activities in order to facilitate useful information for the planning of IRC programming and activities. The HASM supports the HASC in evaluating access constraints for the IRC in Iraq, and will maintain, improve and expand principled humanitarian access to conflict-affected populations in the area of responsibility through liaison, analysis, monitoring, reporting and training.
Major Responsibilities:
Safety and Security Management
- Provide technical support to the HASC on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
- Work with the HASC to develop, consolidate and implement operating procedures and contingency plans
- When needed, the HASM will cover for the HASC and act as the department lead.
- Conduct risk assessments of contracted and prospective offices and residences.
- Evaluate, review and update the hibernation and evacuation plans for all IRC premises in South and Central of Iraq, and ensure that the practical preparations are in place and known to all staff involved.
- Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
- Conduct safety inspections such as monthly fire extinguishers, smoke/fire detectors and inspection of IRC facilities as it pertains to health and safety.
- Support HASC & management in responding to security incidents.
- Work closely with IRC field coordinator to ensure all incidents and accidents are followed up with an official written report, which is then shared with HASC.
- Conduct security risk assessments as required.
- Conduct road assessments as required.
- Develop and regularly update internal maps on safe and insecure areas.
- Provide technical input and advice in assessments to consider new IRC programs in new geographic areas, and technical input in the writing of new program proposals as required.
- Provide technical advice and support to IRC partners in Central and South of Iraq on safety and security management.
- Ensure compliance on COVID-19 and/or other responses to ensure compliance at IRC offices and field sites.
Humanitarian Access Management
- Support HASC in developing and implementing humanitarian access strategies and approaches tailored to local contexts in all sites throughout Central and South of Iraq.
- Ensure humanitarian access approaches are responsive to local context and include overarching community engagement components.
- Ensure that all IRC teams based in South and Central conduct principled and sustainable negotiations with relevant local actors in line with humanitarian principles, humanitarian needs, duty of care principles, and IRC’s strategy.
- Contribute to the enhancement of IRC’s image, reputation and acceptance within local communities and amongst stakeholders by providing guidance on inclusive visibility strategies.
- Work with appropriate IRC units, including HR, to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches to humanitarian principles.
- Actively engages with key stakeholders in the areas of responsibilities, this includes communication and collaboration to ensure that access is maintained.
- Build and manage relationships with local partners, authorities, and other relevant stakeholders.
Monitoring, Reporting & Analysis
- Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security.
- Closely monitor the security situation in South & Central of Iraq and submit daily/weekly contextual updates as needed to the HASC
- Provide timely area-based access analysis based on programmatic demands.
- Support the HASC in analyzing the latest developments in Iraq and how these are likely to impact IRC operations.
- Coordinate regularly with the Field Coordinator & HASC on Access, safety and security, and fulfill reporting requirements to the region.
- Provide comprehensive, neutral and non-partisan information on security risks, threats and incidents, and contribute to IRC’s periodic emergency trigger monitoring.
Staff Management and Development
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

External: Department of NGOs, Government Ministries, Security Forces, INGOs, UN agencies, Governor Offices
Qualifications & Preferred Skills
Job Requirements:
- Education: Bachelor’s degree in a related field.
- Work Experience:
- Minimum 4 years of experience in humanitarian access, safety & security.
- Minimum of 2 years of experience in supervising staff and guards.
- Experience in providing clear, dynamic briefings and analysis of unfolding access and security situations (both written and verbal).
- Proven ability to prioritize tasks and meet deadlines.
- Strong organizational and coordination skills.
- Experience of working successfully with local stakeholders such as local and international NGOs, local authorities, government, etc., with sensitivity and diplomacy.
- Experience in design and supporting training engagements with staff and partners to enhance skills and adapt to changing program demands.
- Ability to Travel: 50% travel, primarily within South & Central.
Demonstrated Skills and Competencies:
- Language Skills: Fluent in written and spoken English and Arabic
- Certificates or Licenses:
- Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.
- Knowledge and proficiency in the use of communications technology, including satellite communications, cell phone mediums, etc.
- Training or experience in crisis management, preferable.
- Training in safety, fire, and evacuation procedures, preferable.
- Training in safety and disaster management, preferable.
- Additional Skills and Competencies:
- Solid ability to provide team building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation.
- Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with external stakeholders.
- Strong negotiation and mediation skills essential, with a demonstrated ability to influence without authority.
Total benefits:
- Salary range: (3,380,192 – 4,394,250) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
- 13th month salary per year.
- 21 days of leave and 15 days of paid holidays per year.
