JOB CONTEXT:

After almost a year of hostilities across southern Lebanon, the conflict escalated on 23 September 2024, between IDF (Israel Defense Forces) and LH (Lebanese Hizballah). Indeed, the IDF (Israel Defense Force) continued its intensive airstrike campaign, focusing mainly on the Nabatieh and South governorates in southern Lebanon, also Beqaa and Baalbek-Hermel. LH (Lebanese Hizballah) has also increased the tempo and range of its strikes, though these remain largely within Israel’s Haifa and Northern district and predominantly target IDF bases. Key top leaders of the LH have been targeted and killed during the last days, including the Hezbollah Secretary-General Hassan Nasrallah, September 27th.

OCHA reports on September 30th, 211,319 displaced. But the Lebanese Prime Minister Najib Mikati said on Sunday that as many as one million people had been displaced by the violence. Lebanese officials estimate, based on the 2006 experience, that approximately one quarter of the total number of directly affected and/or displaced individuals are in shelters. With many displaced in collective shelters still unregistered, the national Disaster Risk Management (DRM) dashboard is now reporting over 115,000 individuals in more than 660 shelters. The Government has opened a new batch of shelters, mainly in the North and Mount Lebanon. Meanwhile, non-governmental sites were also settled including 4 migrant specific shelters (opened and managed by NGOs); 3 embassy shelters; and 5 UNRWA sites which are now accommodating more than 1,400 displaced. Efforts to map displaced people in spontaneous shelters have also been initiated.

The five main districts from which people departed are located in southern Lebanon (Bent Jbeil, Marjaayoun, Tyre, and El Nabatieh), with one district in the east (Baalbek).

YOUR MISSION:

Reporting to the Country Manager, the role of the Humanitarian Access and Security Manager (HASM) in Lebanon is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible in a very volatile context (at local and regional level).

More specifically, the HASM will support the deployment of HI’s emergency response and the adaptation of the HAS framework in the country. In this context, his/her missions are as follows:

Objective 1: MANAGEMENT

  • Embodies HI’s values on a day-to-day basis and is a role model.
  • Comprehends strategy, clarifies it, translates it into operational objectives for his or her team and manages the necessary changes.
  • Organises the operational management of his or her team, structure the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems.
  • Contributes to the development of his or staff, creating the conditions necessary to ensure their engagement, professionalization and attachment to HI.

Objective 2: STANDARDS AND EXPERTISE

  • Supports the development, updating and implementation of HI’s HAS system on the programme (procedures, documents and tools).
  • Ensures the implementation of HI’s security policy, operational guide and the new security guidelines issued by headquarters if any.
  • Develops according to the specific security context new procedures, guidelines, SOPs.
  • Contributes to the drafting, revision and implementation of the operational strategy (StratOp) as part of his or her responsibilities.

Objective 3: OPERATIONAL IMPLEMENTATION

Context monitoring and strengthening the acceptance of HI’s programme

  • Monitors and analyses the local, national and regional context together with the HAS colleagues posted in the region (Palestine, Syria, Irak, Jordan and HQ)
  • Develops the programme’s network by supporting the diversification of sources of information and capitalising on information from key contacts;
  • Strengthens the level of acceptance of HI to whatever extent necessary in the different areas of intervention.

Operational security management

  • Produces security analyses and recommendations on a needs basis and depending on the context evolution.
  • Takes part in the planning of all the operations and the definition of the resulting security framework;
  • Provides advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of good practices for the security management of HI activities in the country, including input necessary for the definition of future project proposals;
  • Makes regular visits to the field to conduct security assessments and to support the offices in the provinces if need be.
  • Ensures good internal coordination in all matters relating to security, particularly with Operations and Logistics on safety aspects;
  • Participates in the management of incidents/crises: analysis, technical support, recommendations, implementation, reporting, lessons learned, adjustments to frameworks, etc.
  • Has an alert and checks & balances role in the monitoring and management of the programme’s security.

Humanitarian access – Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement.

  • Supports the Country Manager with the creation of a strategy to improve humanitarian access specific to the programme including:
  • making contact and conducting humanitarian negotiations with the authorities and key players.
  • preparing exploratory visits and the opening of new geographical areas.

Capacity-building and training in the fields of security and humanitarian access

  • Evaluates the needs of HI staff on the programme and supports the implementation of the HAS training plan (including internal and external training: Hostile Environment Awareness Training, Security management, humanitarian negotiation…).
  • Ensures the training and ongoing capacity-building of staff in charge of HAS.
  • Develops a culture of security within the programme.
  • Takes part to briefing and Induction of new arrivals.
  • Gives regular security updates to all staff.
  • Facilitates internal coordination with all the services concerned (information sharing, bilateral meetings, etc.)

Emergency preparedness

  • Directs emergency preparedness actions in his or her department and, in the event of an emergency, reorganises the priorities of his or her team according to humanitarian imperatives in order to ensure a rapid and effective response from HI.

Objective 4: REPRESENTATION AND COORDINATION

  • Represent HI in a bilateral meeting with humanitarian actors and with local actors when needed.
  • Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required.

YOUR PROFILE:

With a university degree or equivalent certification in risk management, international relations or other discipline relevant to the position, you have at least 5 years of experience as a Security Manager, Analyst or Manager with security responsibilities in unstable countries / conflict area, as well as experience in humanitarian negotiation and action.

Training in humanitarian access/negotiation and humanitarian security management is mandatory.
