BACKGROUND

Purpose of Activity/ Assignment:

The Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office will be managing several L3 evaluations during the second half of 2025 and 2026. These include evaluations of UNICEF’s L3 (Level 3) responses in State of Palestine (SoP), Lebanon, Syria and the Democratic Republic of Congo. In addition, HEEP will begin designing a new thematic evaluation focusing on UNICEF’s humanitarian access, in line with the forthcoming Plan of Global Evaluations (PGE). Furthermore, HEEP is planning the launch of various humanitarian evaluation syntheses in response to the increased number of requests from various UNICEF Offices and Divisions. Aligned with EO’s vision to deliver more cost-efficient evaluations and ensure rapid turn-around of evaluation deliverables and in light of the limited capacity within HEEP to complete all the activities included in its work plan, EO is currently seeking a Humanitarian Evaluation Consultant (Senior Level) to support some of the portfolio’s most high-profile activities. Under the supervision of the EO’s Senior Evaluation Specialist (Humanitarian), the consultant will provide technical support for scheduled humanitarian evaluations, contribute to thematic reviews, and help strengthen the overall quality and utility of humanitarian evaluations across UNICEF.

Scope of Work:

The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:

• Conduct of thematic evaluation reviews to inform strategic learning and evidence-based decision-making;
• Undertake background research, qualitative data collection and analysis to strengthen evaluation designs and findings;
• Write-up sections in upcoming humanitarian evaluation reports with a clear narrative, robust evidence base and actionable recommendations;
• Facilitate evaluation sense-making sessions with stakeholder groups to ensure evaluation insights are interpreted, validated, and utilized;
• Provide support to the visualization and dissemination of evaluation reports; and
• Provide support towards the organization of evaluation learning events to foster dialogue, reflection and uptake of key lessons.

Qualifications

Education:

Advanced University Degree (Masters) in Social sciences/Human Rights or related field

Knowledge/Expertise/Skills required *:

1. At least 20 years of relevant professional work experience leading thematic reviews/ syntheses/evaluations and across humanitarian, development and human rights programming and policy making
2. Excellent oral and written communication skills in English (writing and presentation/dissemination), with proven experience in writing clear, neutral technical and evaluation reports covering complex and sensitive issues
3. Demonstrated experience in working with both quantitative and qualitative research approaches, coordinating and consolidating inputs from team members/consultants
4. Highly Desirable: Prior experience leading and/or co-leading large humanitarian evaluations syntheses for UNICEF
5. Demonstrated experience in writing evaluation reports in accordance with GEROS quality standards would be an asset
6. Strong familiarity with UNICEF programming and operations across humanitarian action and development programming and contexts

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
