The overall objective of the programme is to reduce health consequences of emergencies, disasters and their economic impact and to support restoring of regular health programmes and services as soon as the emergency situation is over with minimum interruption.

- Outbreaks and other health emergencies are addressed through timely and effective detection and coordinated response.
- Quality and inclusive priority life-saving health services are more accessible for 2.7 million displaced, returned, stateless and other crisis-affected people.
- Operational health partner capacities are strengthened through the provision of guidelines, tools, trainings, supervision, and more localized coordination, to nurture quality people-centred care, better reporting, and accountability towards populations.
- Cluster coordination and information management are strengthened at all levels.
Major Duties and Responsibilities:
Under the direct supervision of the Health Cluster Coordinator and guidance of the WHO Country Representative, the incumbent performs the following duties:

- Provide technical support in health cluster coordination, disaster and emergency preparedness and response for Kayin, Mon, Tanintharyi and Eastern Bago.
- Undertake subnational coordination functions in Incident Management System of WHO Myanmar, particularly for above mentioned locations.
- Coordinate with health cluster partners and other clusters on a regular basis and local health authorities where and when deemed appropriate and necessary,
- Collaborate with WHO staff from other technical teams and ensure linkage of health emergency activities with health-related development activities.
- Facilitate health cluster meetings and produce minutes of the meetings timely.
- Monitor contingency supplies and facilitate distribution of supplies to health partners as necessary.
- Facilitate information management of the health cluster through updating 4W (who is doing
- what, where, how) table, health cluster contact list, monthly humanitarian updates, on a regular
- basis.
- Provide technical inputs to the humanitarian programming cycle through the humanitarian needs.
- overview and humanitarian response plan in collaboration with health cluster partners and other
- clusters.
- Support the country-based pooled funding stream such as Myanmar Humanitarian Fund (MHF) as a subnational health cluster representative by liaising with cluster partners and the MHF.
- Represent the WHO in area security management team and coordinate with other WHO
- personnel for security-related actions.
- Perform additional tasks that may be assigned by health cluster team.
Work Relations and Partnerships:
- The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Humanitarian Coordination Officer will provide critical support to the WHO health cluster coordination team in preparing and responding to the health needs of emergencies or disasters in close coordination with local health authorities where and when deemed appropriate and necessary. Furthermore, coordination with both government and non-government health actors through the Health Cluster would also be facilitated.
Impact of functions:
The function plays a critical role in ensuring that the health needs arising from both acute and protracted emergencies are addressed in a coordinated and effective manner among health and non-health actors from both government and non-government actors. Humanitarian Coordination Officer supports the implementation of WHO health cluster coordination team as well as fulfilment of WHO’s role as lead agency of the Health Cluster through technical support and good links with related Public Health programme

Qualifications:
Educational:
- Professional experience and knowledge
Essential:
- At least three years of work experience in programme management in disasters and/or public health emergencies
Skills:
- Skills on the use of computer and software such as MS Office, Excel, PowerPoint
Language Skills:
- High level of proficiency in English
