Position description

The Humanitarian Policy Advocate is a key member of CARE USA’s Government Relations team and will lead a cross-cutting portfolio in collaboration with fellow policy advocates by analyzing U.S. government policies, drafting CARE policy positions, and developing appropriate advocacy and implementation strategies to advance CARE’s policy priorities with the U.S. government. They will particularly focus on advocacy related to: reducing extreme hunger exacerbated by the global impacts of the crisis in Ukraine, addressing the humanitarian impacts of migration policy, development-humanitarian nexus policy, and influencing U.S. policy and humanitarian response in priority crisis contexts – such as but not limited to Central America, Haiti, Horn of Africa, and the Sahel. This position reports to the Director for Government Relations and works closely with the Senior Humanitarian Policy Advocate in a fast-paced, collaborative environment within the U.S. Programs and Policy Advocacy Department. The individual in this position is expected to register as a lobbyist. 

RESPONSIBILITIES:

Lead a cross-cutting advocacy portfolio on the Government Relations Team

  • Analyze U.S government policies, legislative and/or regulatory vehicles of interest to CARE’s humanitarian policy priorities
  • Works with Director of Government Relations to develop CARE’s policy positions on the world’s urgent humanitarian and refugee crises, and related issues. Works with PA on FNS to develop CARE’s policy positions on famine and nexus policies.
  • Develops and implements strategies for achieving CARE’s USG humanitarian policy priorities, in coordination with Senior Humanitarian Policy Advocate.
  • Takes a leadership role in drafting CARE policy positions on relevant legislative issues in coordination with Humanitarian Team and Country Offices, including on developing advocacy red lines during humanitarian crises.
  • Coordinates with Humanitarian Team to support the development of policy priorities and positions driven by evidence and field experience.
  • Engages with Global Advocacy and CARE’s technical humanitarian teams to align US objectives with strategic goals of CARE USA.
  • Monitors relevant federal legislation, administrative programs, and regulations and keeps relevant colleagues apprised of the status.
  • Direct lobbying and advocacy with U.S. policymakers in Congress and the Administration to advance identified priorities on humanitarian response, development-humanitarian nexus, migration policy, and climate/humanitarian issues through U.S. Government legislation and policy
  • Informs, educates, and works to influence policymakers in order to achieve advocacy goals, and ensure that programs and adequate funding levels are in place in USG legislation and regulation of importance to CARE.
  • Drafts letters, briefing papers, policy briefs, and testimony as needed. Attends meetings, hearings and briefings as required; prepares timely and succinct reports in follow up; works to support necessary follow up activities.

Represent CARE and further our policy advocacy priorities with key external audiences

  • Leverage CARE’s expertise to influence the civil society community and key policymakers toward principled, evidence-based U.S. foreign policy and assistance priorities
  • Represent CARE, bringing its programmatic knowledge and expertise, and participate in key NGO coalitions engaged in U.S. policy advocacy by participating in relevant working groups and coalition meetings
  • Represent CARE with Congress, the Administration, the NGO community, and other key players in the policy community to raise CARE’s visibility and promote the development, adoption, and implementation of the best policies and programs on issues of concern to CARE
  • Prepare CARE senior officials for direct and indirect communication with policymakers and lead necessary follow up
  • Draft talking points, advocacy materials, and remarks in support of external representation opportunities

Liaise with key internal colleagues across the CARE Confederation to align strategies and bolster evidence-based policy advocacy

  • Amplify CARE’s impact by providing strategic guidance and technical expertise to Learning Tours and Citizen Advocacy Network team in support of CARE’s policy advocacy priorities including reviewing briefing materials, program agendas, messaging to advocates, and advocacy petitions
  • Liaise with colleagues outside of the department including the Humanitarian Affairs team, Communications and Marketing team, country and regional level offices, issue area and technical leads, and others in the CARE network to reflect CARE’s operational experience, knowledge/learning, and practices in U.S.-facing policy
  • Support in the review, feedback, and facilitation of department sign-off for internal documents as appropriate
  • Represent the U.S. Programs and Policy Advocacy department at internal meetings and strategy discussions including the humanitarian working groups, Country-specific advocacy calls, and other fora as relevant

Qualifications

  • Bachelor’s Degree in relevant field
  • At least five years experience in a relevant organization or government agency focused on humanitarian advocacy; or
  • 3 years of hands-on experience in international development and/or humanitarian response such as Peace Corps or NGO programs
  • Three to five years experience developing partnerships and building coalitions
  • Experience working with Congress and U.S. government agencies; or
  • Experience participating in successful advocacy campaigns directed toward U.S. Congress or Administration; or
  • Experience in the implementation of policy advocacy interventions, and especially in policy analysis, research, and writing
  • Knowledge of issues including international humanitarian assistance, migration, or development/humanitarian nexus issues
  • Knowledge of the US legislative process
  • Three to five years experience developing partnerships and building coalitions
  • Proven ability to get things done in a complex, international organization
  • Demonstrated ability to implement advocacy strategies within the USG and/or international contexts.
  • Background and knowledge of legislative environment on Capitol Hill and related Executive branch departments.
  • Technical knowledge and understanding of issues surrounding international humanitarian assistance policy and programs as well as its accompanying budget and appropriations processes.
  • Strong Interpersonal skills.
  • Advanced written and communication skills, particularly to convey information effectively and to write persuasively in a variety of styles for a variety of audiences
  • Ability to articulate and orally convey information persuasively
  • Effective interpersonal skills
  • Demonstrated ability to collaborate well with others and develop and maintain positive working relationships Sound computer knowledge and skills.
