The Humanitarian Principles Policy Officer reports to the Senior Humanitarian Principles Coordinator.
Responsibilities
Leads the Policy Unit in the Humanitarian Principles team in supporting the development of a well-defined humanitarian principles policy framework that defines how they are applied in both specific activities of the Team, and more broadly for staff throughout the agency. This includes drafting guidelines, Standard Operating Procedures and other policy documents; ensuring that any potential risks are considered and steps for mitigation are presented appropriately. Under the guidance of the senior humanitarian principles coordinator, takes the lead in developing messaging for senior management, including talking points on UNRWA’s implementation of humanitarian principles, and efforts to strengthen the Agency’s adherence to them. Identifies, analyzes and monitors key legal and political developments, trends, and emerging issues in the fields of operation and beyond the region related to humanitarian principles that have a potential impact on the implementation of the Agency’s services and operations, with a view to providing early warning advice. Provides technical support and policy advice on the application of humanitarian principles to teams and other relevant UNRWA stakeholders in all five fields, ensuring consistency of practices across the Agency. Prepares analytical reports and papers on matters of concern, including but not limited to, situation reports, briefing notes, analytical papers, and input for the external and internal reports of the Humanitarian Principles team. Supports the development and delivery of humanitarian principles related training and knowledge building.

Education
An advanced university degree (Master’s or equivalent) from an accredited educational institution in political or social science, law, or a related field.

Work Experience
A minimum of five years of progressively responsible and relevant professional experience in international organizations and in the humanitarian sector is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Experience in policy development, political analysis, policy advice and reporting is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution in political or social science, law, or a related field is required. Familiarity with the Agency’s fields of operation and the Middle East at large is desirable. Arabic language skills is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract and duration: 1 year project funded, appointment subject to funds availability, and extension subject to funds, need and performance. The incumbent will be required to travel within, and occasionally outside, the Agency’s area of operations in the Middle East.
