Humanitarian Program Manager, Occupied Palestinian Territory

The Humanitarian Program Manager is responsible for implementing field level operations in the Occupied Palestinian Territories. Of particular concern is compliance, ensuring that projects are implemented in ways that are consistent with humanitarian accountability principles, ethics and standards and deliver meaningful impact. This position is contingent on funding.

Location: Jerusalem, with frequent travel to Gaza as security allows.

Minimum Requirements:

  • Fluency in Arabic and English is a must, excellent oral and written communication skills in both languages; working knowledge of Hebrew strongly preferred.
  • Master’s degree in International Development, International Relations or in the field of engineering required. Additional experience may substitute for some education.
  • 7-10 years of experience field-based project management experience required, with preferably 3-5 years of experience working in humanitarian affairs in the SWANA region. Experience in Shelter, CCCM, humanitarian driven engineering in a complex security environment highly desired.
  • Demonstrated experience in program design and monitoring; experience developing and monitoring budgets, work plans and other program management tools.
  • Proven capacity in effectively coordinating, networking, and fostering relationships with crucial stakeholders, such as governmental bodies, donors, international non-governmental organizations (INGOs), national and local entities, and United Nations (UN) agencies.
  • Capable of working and living in an emergency environment. Willing to travel in remote and conflict affected areas.
  • Extensive background in overseeing project grants, encompassing proficiency in project design.
  • Must be willing to work with global, remote teams.
  • Must be willing to handle sensitive and complex operations & donor/partner engagement at the field level, with the highest levels of impartiality and human rights driven approaches.
