The Position:
Under the supervision of UNFPA’s Regional Humanitarian Advisor, the incumbent will strengthen regional advocacy, coordination and technical capacity for integrated sexual and reproductive health and gender-based violence programming in humanitarian contexts, with a particular focus on clinical management of rape. Also he/she will work in close collaboration with the Humanitarian Response Division and country offices, providing key support and coordination for the humanitarian response.

Job Purpose:
Primary responsibility of the SRHiE Coordinator is to support UNFPA in responding to sexual violence during emergencies as an important objective in the minimum initial service package (MISP). Based on international standards and guidelines, the incumbent will build capacity of UNFPA and partners to deliver operational excellence in the area of CMR from the onset of a crisis and ensure that do no harm principles and quality of care are well integrated into the humanitarian response.
The incumbent will work in close collaboration with the humanitarian response division, regional and country offices, implementing partners, and other agencies to promote CMR services in emergency and post crisis situations and to ensure that CMR is fully integrated into SRH and GBV emergency programming. S/he will advise and build capacity on CMR issues and assist in establishing relevant partnerships with other humanitarian stakeholders, NGOs, donors, and government counterparts.
You would be responsible for:
A. Strengthening preparedness, coordination and capacity of UNFPA and partners for the successful
implementation of the Minimum Initial Service Package (MISP) on Sexual and Reproductive Health in
Emergencies
Coordination
• Act as UNFPA’s Humanitarian Coordinator when needed at the onset of a crisis or deterioration of a
protracted situation, ensuring integration of SRH and GBV actions, including CMR;
• Provide leadership at the regional and country levels in SRH coordination and programming for improved
response in humanitarian settings, with a focus on SRH/CMR/GBV integration;
• Support the establishment of effective coordination mechanisms among regional, national and local SRH
stakeholders, including implementing partners;
• Ensure the integration of SRH components under the health sector/cluster (and other sectors such as
WASH and logistics) and facilitate inclusion of GBV/protection components in Humanitarian Response
Plans, the Regional Refugee and Migrant Response Plan, and others as needed;
• Provide facilitation and liaison in order to improve SRH supply chain management, service delivery and
information management as well as improve the visibility of UNFPA in humanitarian work;
• Supervise humanitarian staff and consultants as required.
Technical support and training
Provide orientation and training on SRH related issues (including reproductive, maternal and new-born health,
family planning information and services, STIs and HIV prevention, care and treatment, and care for survivors
of sexual violence).
• Carry out needs assessments and develop proposals to improve and scale up SRH service delivery to
affected populations;
• Support efforts for improving the quality of humanitarian operational and system efficiencies for agile SRH
response in the field including identification of emergency reproductive health supplies needs and
coordination with relevant business units to facilitate the procurement and delivery of emergency medical
supplies;
• Facilitate translation, adaptation and reproduction of guidelines, protocols and IEC material for improving
RH service delivery;
• Facilitate capacity building to SRH service providers including TOT and training on needs and gaps areas;
• Advise on the integration of comprehensive health (RH/HIV/GBV) services into primary health care, as the
situation stabilizes.
Partnerships and Resource Mobilization
• Promote the integration of SRH and GBV in humanitarian action at regional and country level;
• Establish relevant partnerships with other humanitarian stakeholders, Non-Governmental Organizations
(NGOs), donors and government counterparts;
• Assist in resource mobilization including participating in meetings with donors and preparing/reviewing
SRH components of humanitarian funding proposals, collateral materials, briefs and reports.
Information management
• Collect, analyze and provide feedback on RH data to implementing partners and CO4
• Support regular monitoring and evaluation of RH interventions;
• Regularly monitor and prepare reports on the proper use of the commodities and supplies received
through UNFPA; including technical reports and periodic situation report;
B. Providing leadership, technical support, capacity development and knowledge management on CMR
• Provide leadership in harmonization and compliance on CMR policy, priorities, commitments aligned
with UNFPA’s approach and global standards.
• Provide technical, operational and programme support to country offices to enable them to support
countries in the development of strategies, guidance materials, and tools to strengthen CMR.
• Establish strategic linkages between CMR and GBV, SRH and HIV programmes to ensure synergies
between programmes and maximize impact.
• Review national protocols related to CMR including all referrals for specialized care to ensure they are
in line with international standards.
• Contribute and support evidence generation on CMR to guide UNFPA’s policy, programming and
resource mobilization by working with relevant research institutions and academia.
• Support the surge team with technical screening of roster members, building the capacity of the surge
roster, and effective deployment of the short-term surge experts.Lead in design, adaption and
contextualization of regional CMR training materials and tools for online and face-to-face trainings.
• Facilitate CMR capacity building though trainings, webinars or orientation workshops at regional,
country or local level as relevant.
• Systematically lead strategic operational capacity development efforts of key staff (regional and or at
country office level) and stakeholders to ensure CMR competence within UNFPA and partners.
• Support relevant integrated SRH/GBV capacity development efforts in humanitarian settings.
• Facilitate the establishment of a functional clinical management of rape community of practice with
relevant stakeholders.
• Support the training and mentoring of a pool of CMR trainers and provide regular technical support as
required.
• Engage with other relevant actors to develop appropriate tools, standards or IEC materials needed by
the health care providers as needed
• Contribute to development of best practices and lessons learnt.

Advanced Degree or equivalent in public health, or other related fields; Clinical degree (medicine, midwifery, nursing)
Knowledge and Experience:
At least 7 years of increasingly responsible professional and managerial experiences in the field of humanitarian response, part of which should be in health or sexual and reproductive health;
