Counterpart International seeks a full-time DC-based Grants Director to support a remotely implemented project in a potentially closed, non-permissive environment. The Grants Director will oversee the entire grants management process, and have ultimate responsibility for grantee application, evaluation, implementation and closeout for a portfolio of more than 350 grants over the life of the project. The Grants Director will oversee the implementation of Counterpart’s grants management policies, procedures and practices. The Grants Director will provide guidance and mentorship to grantees on proper submission, reporting and invoicing to Counterpart and provide capacity building support to grantees throughout the grants life cycle.

The Grants Director will supervise the grants team, and will report to the Chief of Party, in close collaboration with the Project Management Unit (PMU), Project Support Unit (PSU) and Grants, Contracts and Compliance (GCC) Department to support grant implementation.

Responsibilities

  • Working in close coordination with the Grants Manager, oversee the process of soliciting grant applications, grant evaluation and award to ensure a streamlined approach to funds granting to support implementation.
  • In close coordination with the technical team, PMU, PSU and GCC, monitor and adapt the implementation of the grants delivery process, as described in the Counterpart Grants Manual, for implementation in closed spaces and conflict/ post-conflict areas.
  • Provide regular mentorship, advice, and training sessions to grantees, including capacity building for potential and current grantee organizations on proper grant application submission, implementation reporting and invoicing.
  • Using a thorough knowledge and understanding of Counterpart’s project grants manual, and in coordination with PSU, PMU and GCC, provide integral support to adapt and revise grants processes, policies and procedures to streamline implementation and optimize efficiency in closing spaces and conflict/post-conflict environments.
  • Oversee the pipeline of grant applications, ensuring that Counterpart has performed adequate outreach to meet monthly, quarterly and annual implementation targets.
  • Oversee the pre-award review process for potential grantees, regular mid-implementation audits, and pre-close out grant file review to maintain clean, audit-ready files throughout the life of project.
  • Closely monitor payment of grant milestones to ensure compliance with technical plan and milestones and monitor the projected expenditures against their actual incurrence.
  • Monitor monthly grants budget reports to track spend rate against projections.
  • Monitor technical implementation of grants to ensure timely progress and according to submitted technical reports, proposed strategy and work plans.
  • Provide regular reporting on grants pipeline, budget and spending for home office monitoring.
  • Other duties as related to program grants and/or project start-up, as required.

Qualifications

  • Bachelor’s degree in social sciences, business administration, accounting, finance or a related field.
  • 10 years’ experience in USAID grants design, administration, management and oversight.
  • Demonstrated experience working with large to medium USAID projects in grants management, or similar capacity
  • Experience in working in and or remotely for projects in conflict/post-conflict or closed operating environments such as Iraq, Libya, Yemen, Syria, Afghanistan etc.
  • Deep understanding of USAID Cooperative Agreement and Grants Management policies and procedures
  • Excellent written and verbal communication skills;
  • Demonstrated ability to handle multiple priorities and deadlines;
  • Strong written, verbal, analytical and organizational skills;
  • Alignment with Counterpart’s core values;
  • Fluency in written and spoken English is required; additional language skills are preferred.
  • Demonstrated experience in establishing systems to track a portfolio of grants throughout life cycle.

Preferred

  • Master’s degree in social sciences, business administration, accounting or finance or a related field.

The salary range for this position is $92,706 to $120,517 annually.
