Hybrid- Monitoring, Evaluation, and Learning Officer

Overview

Counterpart International is currently seeking a Monitoring, Evaluation, and Learning (MEL) Officer to provide support to a growing portfolio of Counterpart International’s programs, primarily focused on programs funded by the U.S. Department of Agriculture’s Foreign Agricultural Service (USDA FAS), United States Agency for International Development (USAID), Department of State (DOS), and private foundation donors. The MEL Officer will provide technical support, including design or redesign of projects’ MEL Plans or Performance Monitoring and Evaluation Plans, support country staff in establishing/strengthening monitoring and evaluation systems and developing their capacity, and support the design and implementation of assessments and evaluations for Counterpart’s programs. In addition, the MEL Officer will work with the Project Management Unit (PMU) staff to analyze data, and to use data visualization tools to demonstrate program impact, capture learning, and identify good practices that will enable Counterpart to exemplify its thought leadership among stakeholders and communities of practice. The MEL Officer will also play a key role supporting the implementation of and support for its global MEL system, DevResults. This role will also provide MEL-related support to business development proposal efforts.

Responsibilities

  • Coordinate with project teams in both the US and country offices to support updating of essential project documents; this includes annual program workplans; evaluation plans; Performance Monitoring Plans (PMP); DevResults system configurations, and other tools and templates related to program performance, learning, and adaptive management.
  • Assist in the development of project MEL plans and indicators.
  • Monitor project activities, outputs, and outcomes regularly.
  • Contribute to the preparation of projects’ monthly, quarterly, and annual reports.
  • Support country teams in regular data collection exercises, ensuring data quality at all times.
  • Ensure data accuracy and reliability and maintain data entry tools, such as DevResults and spreadsheets.
  • Assist in the collection, analysis, and processing of project data according to donor, Counterpart, and MEL plan requirements.
  • Support management information needs of Counterpart’s areas of practice (Governance, Resilient Food Systems, and Women’s Empowerment) by customizing and integrating data management tools such as DevResults.
  • Monitor and report on the quality of both qualitative and quantitative data, and ensuring its alignment with the the Monitoring and Evaluation Plan. Ensure accurate reporting through consistent data collection, analysis, data cross referencing, and by conducting periodic internal data quality assessments (DQAs).
  • Coordinate with the MEL, Program Management Unit (PMU), and Communications staff to analyze data and create data visualizations to demonstrate program impact, capture learning, and document good practices.
  • Assist in the development and facilitation of MEL training sessions for country staff and other stakeholders.
  • Provide ongoing support to country teams on Counterpart’s MEL tools, data collection methods, and related guidance.
  • Participate in evaluations (baseline, mid-term, end-line) and other studies to gather evidence on project impacts.
  • Provide various support and inputs to new business and project extension proposals, including but not limited to drafting MEL written sections; providing text boxes or illustrative examples of effective MEL and Collaboration, Learning, and Adaptation (CLA) from Counterpart projects; and supporting the MEL team in maintaining a roster of MEL proposal consultants.
  • Any other tasks assigned by the Associate Director of MEL.

DevResults Management:

  • Support oversight and maintenance of Counterpart’s DevResults platform, ensuring data accuracy and completeness.
  • Regularly configure and update indicator frameworks, dashboards, and reporting templates in DevResults based on project needs.
  • Oversee data uploads and manage data quality control within the platform.
  • Train and support staff and partners on DevResults functionalities, ensuring optimal platform usage.
  • Work closely with MEL teams to ensure that indicators in DevResults align with project result frameworks or Activity Monitoring, Evaluation, and Learning Plans (AMELPs).
  • Assist in the design and implementation of M&E processes that integrate with DevResults, enhancing data flow and reducing duplication.
  • Collaborate with program teams to analyze data, drawing insights to inform program strategy and implementation.
  • Assist in the design of data collection tools, including questionnaires, discussion guides, and more.

Qualifications

  • Bachelor’s degree in Development Studies, International Relations, Statistics, or other relevant field.
  • At least 4-5 years of experience in monitoring and evaluation, preferably in the context of programs funded by USDA, USAID, or US Department of State.
  • Knowledge of and experience with organizational learning initiatives and/or supporting learning and adaptive management activities for programs or organizations.
  • Demonstrated capacity in coordinating and collaborating with partners, sub-grantees, and contractors for MEL purposes.
  • Experience with tools and templates related to program performance and adaptive management.
  • Demonstrated ability to contribute effective MEL-related proposal inputs for new business and project extensions.
  • Excellent interpersonal communication skills and demonstrated ability to work in teams.
  • Proficiency in Microsoft Excel, Word, and SharePoint.
  • English fluency required; foreign language skills in French and/or Spanish strongly preferred.
  • Ability and willingness to occasionally travel internationally, including to challenging or unstable operating environments, to provide temporary duty assignments in international project offices.

The salary range for this position is $50,502 to $65,652 annually.
