Overview

The Program Officer on the Governance team under the Program Management Unit (PMU) is a member of a team of professionals under the direct supervision of the Sr. Governance Director. The Governance team is responsible for providing technical support and leadership for the successful implementation of a portfolio of programs in the democracy and governance space. The Program Officer will support the day-to-day technical management assigned Programs, including providing technical assistance in the day-to-day implementation of activities, including developing workplans and other technical documents that guide the implementation and approach of governance programs, supporting the development of quarterly, annual and other program technical reports, support monitoring, evaluation and learning activities, and supporting program teams to achieve project results with quality, on time, and on budget.

Responsibilities

  • Support teams in the country/project offices with start-up and close-out of technical activities, focusing on developing mobilization plans, workplans, monitoring, evaluation, and learning plans, demobilization plans, disposition plans, final reports, etc.
  • Work with the program(s) team(s) to ensure technical compliance of award and contract deliverables and requirements.
  • Support program teams to develop high quality technical reports which may include drafting, reviewing, and copy-editing.
  • Collaborate closely with the Program Support Unit, Finance, and in-country program team to monitor and track the budget projections, and spending to effective and efficient implementation of resources, activities to meet program objectives.
  • Support the development of technical scopes of work for program partners, grants, consultants, etc. and coordinate procurement processes with other units throughout the program’s life cycle.
  • Collaborate with the Monitoring, Evaluation and Learning team in providing timely technical support to the program team in this area to ensure compliance with the established MEL plan and indicators.
  • Support and coordinate implementation of program activities as determined by the Program Manager.
  • Monitor, analyze and report on political and other related developments specific to the countries and projects under his/her portfolio.
  • Manage sub-recipient agreement(s) and implementation to ensure compliance in close coordination with the field team and headquarters support units.
  • Contribute to the substantive design of new programs and contribute to the development of new program ideas.
  • Assist with assessing new funding opportunities and serve as proposal coordinator, manager (as assigned) for new bid opportunities.
  • Establish, maintain, and develop strong working relationships with relevant stakeholders in DC and abroad.
  • Represent Counterpart at external events.
  • Travel as needed for program oversight and implementation.
  • Participate and contribute in cross-functional teams, as required.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in political science, international development, or related field.
  • Minimum of four (4) to five (5) years’ experience in a professional work setting with multiple internal stakeholders.
  • Strong written, verbal communication and presentation skills.
  • Demonstrated experience working with USG government funded projects, preferably USAID.
  • Experience with program management and implementation.
  • Knowledge and experience working with/in Latin America.
  • Fluency in written and spoken English and Spanish.
  • Alignment with Counterpart’s core values.

The salary range for this position is $50,502 to $65,652 annually.
