This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Hydrologist II with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Waste and Hazardous Substances- Director’s Office.

JOB SUMMARY

The Hydrologist II supports Delaware’s efforts to protect its water and soil resources from the impacts of emerging contaminants, including per- and polyfluoroalkyl substances (PFAS). The successful candidate will participate in the Delaware’s PFAS team, assist with data analysis to prioritize projects, and support/liaise with the Department of Public Health and other agencies as required. Duties include environmental field sample collection, data analysis, report generation, coordination of point of use treatment deployment activities, and coordination of various logistics & response activities. The successful candidate will plan/coordinate meetings and events with key internal and external stakeholders as needed. They will also liaise with various laboratories that perform PFAS/emerging contaminant analyses for Delaware and will ensure that reported data is properly managed in our database.

ESSENTIAL FUNCTIONS

• Participates in planning field sampling events and collecting environmental samples for PFAS/emerging contaminant analyses. Samples are collected from, but not limited to, surface water, ground water, and wastewater sources. Collecting samples of non-aqueous matrices such as biosolids, tissues, and other substrates may be required.
• Plans and coordinates meetings/events with key internal and external stakeholders.
• Coordinates with Delaware’s Department of Public Health to ensure close cooperation on private well sampling event planning/execution, public education, and mitigation activities, if required.
• Will coordinate the secure transfer of data and information between DNREC and DPH.
• Coordinates logistics and response activities including oversight of installation of point of use treatment systems.
• Liaises with various laboratories that perform PFAS/emerging contaminant analyses for Delaware.
• Oversees collection and compilation of laboratory analysis report data in a timely and thorough manner. This includes presenting data to various stakeholders as required.
• Will communicate with various project managers, inter- and intra-departmental members, and public stakeholders. This includes recommending courses of action to accomplish the goals and objectives of the PFAS steering committee.
• Required to conduct statistical analyses and evaluate field collection and laboratory data quality.
• Reports to a technical or administrative supervisor.

JOB REQUIREMENTS 

Applicants must have the following:

• Possession of a Bachelor’s degree or higher in Geology, Hydrology, or related field.
• Six months experience in hydrogeology and stratigraphy.
• Six months experience in collecting hydrologic field data such as geologic descriptions, water levels and water samples.
• Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months experience in technical report writing.
• Knowledge of analyzing and interpreting hydrogeologic data and making technical recommendations.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of state and federal laws, rules, and regulations applicable to assigned program areas.
• Knowledge of principles and practices of aqueous geochemistry.
• Knowledge of regional geology.
• Skill in the use of hydrologic instruments.
• Skill in application of electronic data processing methods.
• Ability to recognize and work with diverse and/or conflicting priorities.

CONDITIONS OF EMPLOYMENT

• Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S. The Conservation District does not provide sponsorship for holders of H-1B Visas.
• Direct Deposit of paychecks is required of all new employees.
• Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

The Kent Conservation District offers a comprehensive benefits package, including:  37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 11 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)  Health insurance and pension are also included in the benefits package.
