Main Purpose

The purpose of the consultancy is to provide technical expertise in the deployment and enhancement of the IAEA’s S&T Applications (TRACE, PAAT, MDQ, M-INSN). S&T Applications are recently developed systems / Tools enabling secure connectivity between radiation detectors and State controlled command center for the purposes of enhancing nuclear security detection activities.

The S&T Applications includes Computer based Applications, Mobile Phones based Applications, that connected via WIFI or Bluetooth to portable and fixed radiation detection systems and obtains radiation readings location information from them, on a continuous basis. Some of the S&T Applications also send data to an open source central command software.

The software systems are vendor-neutral, free of charge, and designed to interface with radiation detectors and other sensors, as well as include interfacing with other IAEA tools.

The Consultant will provide technical input with regards to the  technical activities associated with the S&T Applications , assist in deployment and provision of training, and work with Member State users and experts to identify new requirements to enhance the S&T Applications to best support nuclear security needs.

Functions / Key Results Expected

Improve S&T Applications by testing, deployment, acceptance and sustainment through authorship of technical documents, testing of systems developed, and training users and system administrators:

 Conduct technical meetings to generate new ideas, address issues and improvements.
 Draft PCNs, on project basis, to address enhancements / upgrades to existing Applications.
 Perform initial assessment of issues and requests.
o Collaborate with NSTDC Team to address user feedback.
o Escalate issues to NSTDC Team when necessary.
 Manage Team Foundation Server (TFS) and log feedback, suggestions, and bugs.
o Support Quality Assurance and Control before forwarding tasks to production.
o Verify and prioritize requests from first-level support.
 Support implementing sections, when required, with implementation in MS’s.

Qualifications and Experience

Advanced University degree in Computer Science/Engineering, or directly related field. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
Minimum of five years’ experience performing functions related to those defined in this position “Functions” section.
Demonstrated success in project management of secure software and network systems.
Programming experience with at least one software programming language.
Operational knowledge of setting up and configuring containerized applications on Windows and Linux systems.
Experience with hardening of web servers and web applications is an asset.
Operational knowledge of the use and operation of radiation detection instrumentation is an asset.
Experience with open source code and smart phone applications is an asset.
Experience as a trainer in the field and classroom on radiation detection instruments and/or network/software installation, maintenance, and sustainment. is an asset.
Excellent command of written and verbal English and at least one additional IAEA Official Language (especially Spanish or French) with demonstrated authorship of project plans and IAEA technical documents.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
