Main Purpose
Reporting to the Team Leader, the Procurement Officer is responsible for the procurement of a variety of commercially-available goods and services.
Role
The Procurement Officer is a contracting authority within delegated limits and negotiation authority. Specifically, he/she is: (i) a specialist in the procurement of a specific range of commodities and services; (ii) an agent promoting the principles of best value for money at all stages of the procurement cycle; and an analyst reviewing existing processes and proposing improvements.
Functions / Key Results Expected
Research and analyse the market, demand, stakeholders, and requirements and propose procurement approach.
Initiate and follow through on routine procurement projects.
Prepare simple procurement plans and issue tenders and drafts contracts for goods, equipment and services.
Provide procedural advice to evaluation committee members through the tender process.
Document results in a procurement plan for approval by management and exercise signatory authority for procurements up to Euro 60,000.
Award and manage the contract during the post-award period by monitoring completion timelines and approved contracted budget, ensuring key performance indicators are documented and tracked, and identifying performance issues and bringing them to the attention of supervisor.
Keep abreast of best practices within and outside the UN Common System, and make recommendations for continuous process improvements.

Qualifications, Experience and Language skills
Bachelor’s Degree – University degree in Business Administration, Public Administration, Commerce, Engineering, Science, Law or other relevant discipline.
Some relevant professional experience in procurement.
Familiarity with international trading practices and a sector related to the Agency’s mandate is an advantage.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $39401 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 21277*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
