This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

Under the supervision of the Team Leader, the Seals Technician (SGTS) supports all logistics activities related to the distribution of sealing systems for safeguards use. This includes the procurement of required sealing equipment and supplies, the performance of quality checks and/or maintenance activities on equipment prior to distribution and seal verification. The Seals Technician maintains records about his/her activities, utilizing approved tools and databases for inventory control, equipment performance tracking and key management.

Functions / Key Results Expected

  • Prepare passive seals for inspectors including quality checks, and verify passive seals upon their return to headquarters using established tools and procedures.
  • Serve as Focal Point for Front Desk operations supplying SG-Inspectors with seals and supplies during normal operations and for urgent requests. Act as the customer-interface for the distribution of seals and related supplies to all SG-Operations Divisions.
  • Perform assigned logistical duties, including placing procurements, performing standard quality checks of procured components, and organizing storage of, and maintaining inventory control for seals, sealing equipment and related supplies.
  • Provide input to the team developing containment and security systems in order to improve the systems usability.
  • Maintain, organize and keep an accurate account of the containment systems.
  • Perform maintenance on electronic seals and related equipment, including performing testing and calibrations according to established standards. Identify discrepancies and errors and report to supervisor, as required and/or perform simple repairs of equipment.
  • Train SG-Inspectors as required on the proper installation of seals and travel to the field to assist in the seals and sealing systems implementation and maintenance as required.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Completed high school education. A technical education is desirable.
  • At least 5 years of relevant work experience, preferably in an international environment, including some experience with solving technical issues in a customer service field.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • GS testing to IAEA standards may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 56137 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance.
