The key tasks and scope of the assignment below:
The objective of this assignment is to map out all AI activities that the government has undertaken while
also providing an analysis of the entire society’s readiness for AI. The AIRA should result in a
comprehensive report that will provide a foundational overview of the AI landscape in the country and
provide country specific recommendations with clear roadmaps on policies to be implemented,
infrastructure requirements for AI implementation, and the skills enhancement necessary to promote the
use of AI technology.
3. SCOPE OF THE ASSIGNMENT
The scope of this assignment is to undertake the AI Readiness Assessment of Bhutan which will be launched and undertaken in partnership with the GovTech Agency. The AI Readiness Assessment will entail conducting workshops, a set of Key Informant Interviews, a Survey, and data collection. The assessment will include review of best practices, relevance, effectiveness, efficiency, and innovative approaches that are fit for purpose to the local context and the government priorities. The national consultant is expected to serve as a liaison between GovTech Agency, UNDP Bhutan CO, and UNDP Chief Digital Office, and will engage in the following activities:
i. Phase 1: Kick-off, research, desk review and workshops.
ii. Phase 2: Analysis, reporting, and presentation drafting
iii. Phase 3: Drafting final document, validation, recommendations, and next steps.
4. KEY TASKS:
Phase 1: Kick-off, research, desk review and workshops.
Conduct a kickoff workshop that includes the launch of the online survey, during which participants will be able to complete the survey and ask questions.
Conduct online and on-ground interviews with key informants to learn about the country-specific context.
Research and analyze supporting research papers and documents, in addition to delivering summary insights, and conducting presentations.
Phase 2: Analysis, reporting, and presentation drafting.
Documentation of the research phase, including drafting, editing, and reviewing written materials (project proposals, feedback surveys).
Additional online interviews with key informants to learn about the country-specific context.
Drafting the report that will provide country-specific recommendations.
Phase 3: Drafting final document, validation, recommendations, and next steps.
Prepare reports, guidance notes, and other publications on the assessment’s related topics. The report should map out the entire society’s readiness for AI and highlight adoption of AI in Bhutan’s context.
Developing public policy recommendations in AI by highlighting the gaps and opportunities.
Present results to the government for validation online or in person.
