Background: 

The North-West region of Nigeria has experienced a significant increase in conflicts, primarily driven by intercommunal clashes between the nomadic herders and farmers, resource disputes, ethnic tensions, armed and organized criminal activities – banditry. These conflicts have resulted in loss of lives, displacement of communities, and socio-economic instability. The widespread and deep-rooted banditry phenomenon has affected large parts of the population, with thousands of victims of violence every year, hundreds of thousands internally displaced persons, and considerable pressures on inter and intracommunal relations. Although the conflict between the nomadic herders and farmers are ancient spanning decades, the two groups have a history of cooperation and understanding underpinned by the strength, effectiveness and credibility of community structures and authority – with pastoralists once known to adhere to integrated structures, norms and rules co-created as social contracts. Access to and use of land and natural resource management issues, compounded by climate change risks have further complicated this relationship and are key to understanding the changing dynamics of peace and stability in the North-West. The greatest victims are the community people, especially the vulnerable ones largely made up of women and girls. Given the level of vulnerability of people in the region, UNDP is working to address the root causes of the conflict in the North-west, the climate linked exacerbator of conflict and the security and justice structural deficits that have allowed the crisis to continue. UNDP is currently working through its Peacebuilding and Conflict Prevention and rule of law cluster under the Northwest Prevention Facility with support from the German and Norwegian Governments is partnering other UN organizations, the government of the states of Katsina, Sokoto and Zamfara and community stakeholders. It recognizes that sustainable peace and resilience-building backed by effective rule of law and security systems can only be achieved through coordinated interventions within the pilot states of Katsina, Sokoto and Zamfara and in specific the communities in the Local Government Areas (LGAs); Jibia in Katsina, Illela in Sokoto and Zamfara (Gusau). Provision of basic services through construction/rehabilitation of community infrastructure is one of the programme focus, such as school and health facilities, water borehole/systems, housing units, shops/markets, Climate peace hubs among others. It is considered vital that the Northwest and Central team has a highly qualified technical team for implementing engineering work with sound quality and international standard, ensuring successful implementation of construction or rehabilitation of community infrastructures. To this end, UNDP is seeking two civil engineers for Katsina (one for this location) and Sokoto (the other for this) to provide technical oversight at these locations during planning and implementation.

Summary of key functions: 

The Civil Engineer will be under the guidance and direct supervision of the Head of Northwest and Central Office, and the technical guidance of the Senior Civil Engineer and in close collaboration with the Northwest and Central Teams. The Civil Engineer will perform the following functions: 

1. Provide technical infrastructure needs assessment in the key locations and targeted areas.This includes prepare and review design and drawings , presentations ,cost estimates and providing assessment report. Work closely with Government partners and ensure interventions aligns with UNDP’s mandate. 

2. Prepare and manage the preparation of the technical documents of the planned projects, including Scope of Work, drawings, specifications and work closely with the quantity surveyors to prepare the Bill of Quantities and cost estimates. 

3. Provide technical support for smooth procurement and project implementation processes of basic infrastructure projects, including support to ensure quality and technical soundness of the BOQ and specifications of infrastructure projects. 

4. Manage the civil works contracts and supervise the contract implementation to ensure quality of civil works and technical supervision at the project sites.
