Description of the Assignment: To support the Ministry of Finance (MoF) in the development of a uniform program structure for healthcare institutions through conducting a comprehensive assessment of the current program structures of the Ministry of Health and the Republic Health Insurance Fund, identifying best practices from international models, and creating a tailored program structure that meets the strategic needs of Serbia’s healthcare system. The consultant will also prepare a report detailing current budgeting practices and needs within healthcare institutions, with a focus on program budgeting, as well as a report on best practices for program budgeting in healthcare. Additionally, the consultant will develop guidelines for program performance reporting to establish a clear and structured system for reporting on program performance. To assess and improve the program structures within healthcare institutions by analyzing current structures, researching best practices, designing a tailored program structure, and facilitating stakeholder workshops. This will contribute to achieving following results: Result 5.1.2 – Developed uniform program structure for healthcare institutions; Result 5.1.3. – Development of guidelines for preparing a program budget for healthcare institutions; Result 5.2.1. – Established a clear and structured program performance reporting system.
Period of assignment/services: March 2025 – August 2026
