Description of the Assignment: Dialogue for the Future 3 – DFF3 will be implemented in 10 selected local governments (LGs) while at the same time focusing on certain activities at the country level that have a strong cross-entity and cross-community engagement. Young men and women are the primary beneficiaries of the project, which is targeted through capacity-building activities, dialogue, and implementation of the grant scheme within the thematic areas in selected locations. They will be reached through different channels from LG institutions, schools, youth, civil society organizations (CSOs), cultural institutions, and social media as well as through small grants initiatives also targeting youth, women, and vulnerable groups. The project will also foster the capacity building and networking of CSOs and partner institutions including educational (ministries of education, academia, schools, etc.) and cultural institutions (museums, etc.) as implementing partners.

The project plans to develop and implement a system of mutually reinforcing activities related to an improved dialogue with authorities/stakeholders, increased delivery of creative and innovative trust-building initiatives especially in the digital realm by showcasing critical thinking of young women and men, reinforced capacities of educational and cultural institutions and operators, and established mechanisms for addressing youth-led and youth-centred priorities. Going beyond ensuring that women are provided with the same opportunities to participate on equal terms in project activities, while engaging young women and men in socially responsible initiatives, the project will also work with them on identifying and addressing the context-specific root causes of power imbalances that contribute to gender inequality in the country. Additionally, a comprehensive (within and across) community approach will be used to create diversified opportunities for active civic participation of young men and women, by mobilizing them and building their skills by, combining learning-by-doing and do-it-yourself activities. Engagement will be prioritized across three thematic areas – education, culture, and the environment – as key entry points for trust-building and peacebuilding. For that purpose, this consultancy is expected to:

– Develop a gender-sensitive mapping in selected municipalities of youth organizations/bodies and initiatives on promoting positive dialogue, youth, cultural diversity, and social cohesion.

– Conduct a mapping exercise of individuals who showed interest in effecting positive changes contributing to trust building and social cohesion

– Conduct a mapping exercise of relevant stakeholders for the Dialogue for the Future 3 project communications purposes, especially including non-traditional stakeholders, academia, and international organizations; propose partnering activities with identified target groups focusing on innovative and digital solutions.

Period of assignment/services (if applicable): November – January 2025 (25 working days)
