IC – Production and Airing of Radio Jingles for the Nigeria Police Force (CRU)

The United Nations Office on Drugs and Crime (UNODC), is implementing two police oversight and accountability projects, with the overall goal of supporting the Nigeria Police Force (NPF) to better address police impunity through strengthened oversight and accountability mechanisms. The projects focus on strengthening internal and external police oversight and supporting the expansion of the NPF Complaints Response Unit (CRU) to new states.

Description of the Assignment: The assignment has a specific focus on the creation of awareness and sensitization on the existence of the CRU and enhancing its media presence and public awareness, including through advertisement of the Unit on social media, TV, and in this instance through radio jingles in multiple local languages.

 The jingle will have far-reaching appeals to rural communities and under-represented groups such as women and elderly people. To achieve this, the consultant shall aim to broadcast the radio jingles at the state level (state capital) in furtherance of the operationalization of the recently validated Public Engagement and Outreach strategy for the CRU. The radio jingles are critical to the dissemination of key messages across the pilot states (and CRU platforms) to stimulate public engagement. The radio jingles may among other things state how to properly report a complaint (who, what, where, when), responses from the CRU, and assurance of speedy feedback on public complaints. The jingle will support enhancing public awareness, earn public cooperation, and provide guidance on how to seek redress against Police misconduct.

 The messages conveyed through the radio jingle are expected to have a lasting impact beyond the project’s duration. This will be achieved by uploading them on social media networks and the CRU’s website, providing a broader platform for dissemination.

 

Period of assignment/services: 3rd June to 30th September 2024
