JOB DESCRIPTION
Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Support the planning and execution of effective technical assistance, achieving results such as:
- Conduct a gap analysis between national provisions and the contents of the aerodrome restart iPack.
- Develop a thorough understanding of the impact on aerodrome operations due to the COVID19 pandemic.
- Identify the relations between the ICAO regulatory provisions and the measures to be initiated for a safe and efficient aerodrome restart.
- Identify focus areas pertaining to the specific requirements of the State and/or aerodrome operator for an effective aerodrome restart.
Ensure appropriate mechanisms and tools are in place to enable a safe and efficient aerodrome restart, achieving results such as:
- Develop and/or review State’s or aerodrome operators’ preparedness for aerodrome restart.
- Develop an understanding on the variations in the requirements of aerodromes requiring restart after a complete or partial closure.
- Ensure that necessary coordination and collaboration mechanisms are in place with the CAAs and the aerodrome operators.
- Identify tools based on ICAO guidance material, which can be used to support the delivery of training.
- Identify practical examples and/or use cases of various scenarios related to aerodrome restart.
Deliver effective remote technical assistance, achieving results such as:
- Support the CAA(and aerodrome operators in identifying the areas to be addressed for a safe and efficient aerodrome restart.
- Facilitate the coordination and collaboration between CAAs and the aerodrome operators, aerodrome operators and their respective stakeholders.
- Support the development of a basic action plan outlining major activities, milestones, responsibilities, deliverables and decision points for the restart of aerodrome activities.
- Deliver or support in delivering virtual training and/or workshops to develop the competencies required to support the restart of aerodrome operations.
Prepare end of assignment report, achieving results such as:
- Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified.
- Collate and prepare a consolidated data report, depicting the various elements pertaining to aerodrome restart.
- Define followup actions required and suggested approaches to achieve objectives, for aerodrome restart.
- Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State and/or aerodrome operator.
- Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the IPACK delivery model.

A firstlevel university degree in science, engineering, or a related field. A technical qualification in aviation, such as a commercial pilot or ATC license, may be accepted in lieu of a university degree.
Essential
- A minimum of ten years’ work experience in implementing Annex 14 and related aerodrome provisions at aerodromes.
- Exposure to recent ICAO initiatives and developments pertaining to aerodrome safety and operations, such as Runway Safety, Global reporting Format, amendments to annex 14 Vol I and PANSAerodromes, etc.
- A thorough understanding of all the multifaceted areas related to aerodrome design and operations.
Desirable
- A minimum of 5 years of experience at the international or regional level in the field of civil aviation working in a multicultural and multidisciplinary environment.
- Experience in drafting procedures, manuals and/or regulations.
- Experience in aerodrome certification process and procedures.
- Exposure to Aerodrome business continuity management.
- Understanding of the aerodrome facilitation and security issues in relation to the COVID19 pandemic.
- Demonstrated ability to work effectively from home.
Essential
- A good command of oral and written English.
Desirable
- A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
