JOB DESCRIPTION
Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Support the planning and execution of effective technical assistance, achieving results such as:
- Facilitate the conduct an assessment between a national safety strategy and the contents of the NASP SMP iPack.
- Develop a thorough understanding of the Standardized Frameworks for the identification of national safety issues, in the form of organizational (ORchallenges and highrisk categories of occurrences (HRC, to determine/reevaluate national safety issues.
- Develop a thorough understanding of the concept of national safety performance measurement in the context of the NASP development process.
- Develop a thorough understanding of the concept of assessing the NASP’s actual effectiveness in terms of improving safety at the national level.
Ensure appropriate mechanisms and tools are in place to enable the implementation of a monitoring process for the NASP, achieving results such as:
- Define the process to measure safety performance, in line with relevant ICAO documents.
- Assist in the selection of appropriate NASP indicators.
- Ensure the reporting responsibilities related to the NASP implementation are documented.
- Develop a maintenance process for the ongoing coordination and monitoring of the updates to the NASP, including available ICAO tools (e.g., Secure Portal on Emerging Issues, GASP Dashboar.
Deliver effective remote technical assistance, achieving results such as:
- Support the CAA and other stakeholders in determining/reevaluating national highrisk categories of occurrences (NHRCand organizational challenges.
- Facilitate the coordination and collaboration between the CAA, other State entities and service providers.
- Support the development of a basic action plan outlining major activities, milestones, responsibilities, deliverables, and decision points for monitoring the implementation of the NASP.
- Deliver, or support in delivering, virtual training and/or workshops to develop the competencies required to support monitoring the implementation of the NASP.
Coordinate, organize, manage, and report on the successful deployment of the NASP SPM iPack, achieving results such as:
- If necessary, provide advice to the authority on the composition of the NASP SPM iPack team.
- Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholders’ contact information. Obtain briefings from ICAO HQ. CDI, Regional Technical Officer(, and iPack State Focal Point. Prepare presentations, organize, and conduct the kickoff meeting and closing meeting.
- Prepare the iPack work plan in coordination with the State Focal Point for the approval and signature by the Senior Manager of the authority to which the iPack is deployed.
- Coordinate the list of course participants with the State Focal Point and submit it to ICAO CDI.
- In addition to regular work sessions and status reports, upon request from the iPack team, prepare for and conduct meetings and provide reports.
- Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional issues identified. Describe the main elements for monitoring the implementation of the NASP. If necessary, define followup actions and suggested approaches to achieve all iPack objectives for monitoring the implementation of the NASP. Ensure that the iPack Deployment Report is well edited and formatted.
- Obtain approval of the iPack Deployment Report from the Regional Technical Officer(, ICAO CDI, and iPack State Focal Point.
- Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State and/or its service providers.
- Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model

A firstlevel university degree, preferably in Aviation, Engineering, or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, Airframe and Power Plant Technician Certification, or Civil Aviation Safety Inspector may be accepted in lieu of the firstlevel university degree.
Essential
- Considerable experience (ten years or morworking in a civil aviationrelated environment.
- Significant experience on safety planning in an international or regional organization, or in a civil aviation authority.
- Experience in Safety Management with focus on safety analysis and safety performance measurement.
- Experience in air transport operations.
Desirable
- Experience in developing and implementing a national aviation safety plan.
- Experience in managing aviation accident and incident data relating to operational issues.
- Experience in developing and implementing programmes to enhance safety in civil aviation.
- Experience in participating in aviationrelated subject matter expert groups.
Essential
- A good command of oral and written English.
