A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include information knowledge and evidence management, forensic science, language services, tracking and information fusion. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.

The Forensic Science Section is in charge of the following functions:

  • The Forensic Unit provides expertise for all matters related to crime scene examinations, exhumations, autopsies, clinical examination of witnesses, as well examination of physical evidence collected during investigation or trial.
  • The Forensic Video and Image Analysis Unit provides expertise for all matters related to photo and video analysis and enhancement, 3D mapping and reconstruction.

Duties and Responsibilities

The incumbent will work under the supervision of a Forensic Officer (P-3) within the Forensic Science Section and will perform the following tasks:

  • Provides orientation to new staff on administrative procedures and practices, while offering general support to team members regarding processes, tools, and Office of the Prosecutor applications.
  • Assists Forensic Officers by performing technical tasks under supervision, including tasks relating to forensic data.
  • Provides support to deployed missions and other events as required;
  • Plans and organises overall maintenance and calibration activities for forensic equipment, maintains service and maintenance history records database for all equipment;
  • On the return of a mission team, checks equipment to ensuring completeness and that all relevant documents have been completed. Cleans and tests equipment prior to returning to the storage area;
  • Researches, compiles and organizes information and reference materials from various sources including information relating to forensic case work using appropriate technology/software.
  • Performs a wide range of office support and administrative functions. Provides administrative and logistics support for meetings, committees, conferences, etc. and monitors follow up activities. Monitors procurement and other non-staff resource needs for the section and prepares inputs, spreadsheets, forecasts, participates in human resources and procurement meetings, and follows up with other sections as directed. Maintains liaison with other sections and units regarding on-going administrative matters; monitors processes related to the Section’s outputs, products, tasks, etc.
  • Assists in the preparation of presentations.
  • Monitors, prepares and distributes various materials, reports using electronic formats and internal platforms; ensures internal arrangements for information sharing are adhered to.
  • Monitors office-wide communications and draws relevant information to the attention of the Head of Section and Forensic Officers, and to appropriate personnel inside and outside the immediate work unit.
  • Ensures smooth and efficient information flow within the section. Reviews, records, distributes material; follows-up on impending actions.
  • Carries out quality control functions for internal and outgoing information; Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format. Ensures standardisation of file naming and storage location;
  • Drafts documents relating to the work of the Forensic Science Section as directed;
  • Maintains files (both paper and electronic) and databases for the Section;
  • Performs other duties as assigned by the supervisor or Head of Section.

Essential Qualifications

Education:

Diploma of secondary education.

Experience:

A minimum of four years of relevant experience. An advanced or a first-level university degree may be considered as a substitute for two years” working experience only to determine eligibility.

Experience working in international organizations is desirable. Experience working with databases and in managing large datasets is desirable.

Experience in handling forensic information is desirable. Experience working with online tools such as Microsoft Teams is desirable.

Knowledge, skills and abilities:

  • Excellent ability to organize complex and voluminous sets of records and facts as well as the ability to execute various forensic tasks is desirable;
  • Excellent ability to communicate effectively with police, forensic, academic or other relevant networks is desirable;
  • Ability to work under stressful conditions and in volatile environments is desirable;
  • Ability to work in a non-discriminatory manner, with respect for diversity is essential;
  • Professional and personal integrity is essential.

Knowledge of languages:

Proficiency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable.

Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

Nature of Work

Due the nature of the ICC’s mandate and operations, applicants must understand that material within the Forensic Science Section may be of an upsetting or disturbing nature.
